UNDP Chief Praises India’s Inclusive Growth Model, Highlighting Digital and Climate Initiatives as a Global Blueprint
India’s development strategy is garnering international attention for its ability to harmonize rapid economic growth with social inclusion. Haoliang Xu, the Acting Administrator of the United Nations Development Programme (UNDP), praised India’s approach during his recent visit, highlighting its innovative use of technology and participatory governance. He emphasized that India’s model serves as a global benchmark for sustainable development, particularly as the world grapples with a decline in human development indicators.
India’s Growth Model: A Global Benchmark
Haoliang Xu described India’s growth narrative as a unique blend of technology-driven initiatives, participatory governance, and climate-resilient actions. He noted that India’s development strategy is designed to ensure that no one is left behind, even amid a global slowdown in human development. The latest Human Development Index indicates that global progress has reached a 35-year low, with stagnation observed over the past two years. In this context, Xu highlighted India’s commitment to investing in vulnerable populations as a cornerstone of its progress.
Flagship initiatives such as the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Ayushman Bharat exemplify India’s approach, combining livelihood support with social protection. These programs are being studied by various countries as potential models for their own development strategies. Xu also pointed to India’s digital infrastructure, including the JAM trinity and the Unified Payments Interface (UPI), as exemplary frameworks for delivering direct and transparent benefits to citizens. He remarked that UPI’s simplicity in facilitating digital payments is comparable to sending a text message, showcasing the effectiveness of India’s public digital systems.
Innovative Health Initiatives
During his visit, Xu emphasized the significance of India’s health initiatives, particularly the CoWIN platform, which successfully tracked over two billion vaccinations during the COVID-19 pandemic. He introduced the new U-WIN platform for immunization monitoring, developed with UNDP’s support, describing it as a “people-centric” tool aimed at enhancing national vaccine coverage. This initiative reflects India’s commitment to leveraging technology for public health improvements, ensuring that health services reach all segments of the population.
Xu’s observations underscore the importance of integrating health initiatives with broader development goals. By focusing on vulnerable groups and ensuring equitable access to health services, India is setting a precedent for other nations. The emphasis on technology in health monitoring and delivery not only improves efficiency but also fosters trust in public health systems.
Climate-Smart Development Strategies
Xu also addressed India’s climate priorities, noting that the nation is actively pursuing development pathways that are both economically viable and environmentally responsible. He pointed out India’s efforts to promote green jobs and climate-resilient livelihoods, aligning economic growth with environmental sustainability and the Sustainable Development Goals (SDGs). As developing countries face an urgent need for approximately USD 2.4 trillion annually for climate action by 2030, Xu stressed the importance of creating finance systems that are simpler, faster, and more predictable.
He argued that adaptation finance should not be an afterthought, highlighting that every dollar invested in adaptation could yield returns of up to ten dollars. This perspective aligns with India’s broader vision of becoming a developed nation by 2047, as it seeks to shape policy thinking in the Global South. Xu noted that India’s approach is increasingly influencing how other developing nations strategize their own growth and sustainability efforts.
Strengthening Global Cooperation
Xu remarked on India’s role in translating local success stories into global lessons, particularly through expanding South-South cooperation. He emphasized that the UNDP is collaborating with 86 countries to develop integrated national financing frameworks aimed at mobilizing resources for sectors linked to the SDGs, including climate action. Strengthening regulatory predictability, enhancing digital capacity, and improving institutional readiness are crucial for the next phase of cooperation between India and the UNDP.
