Revised SOP Boosts Indian Defence Industry Access to Test Facilities

In a significant move to enhance the capabilities of the Indian defence industry, Defence Minister Rajnath Singh has approved a revised Standard Operating Procedure (SOP) governing the use of Ministry of Defence (MoD) proof ranges, field firing ranges, and testing facilities. This initiative aims to streamline the processes for allocation and utilization of these vital resources, thereby promoting self-reliance in the sector.

Key Changes in the Revised SOP

The newly revised SOP introduces an array of beneficial modifications. One of the most impactful changes is the waiving of proof and testing charges for various government-backed developmental projects, including those under the iDEX, TDF, and Make initiatives. This new policy aims to propel the concept of ‘Atmanirbharta’, or self-reliance, in India’s defence sector.

Additionally, the SOP now comprehensively outlines the available proof ranges, field firing ranges, and laboratory test facilities offered by the Defence Research and Development Organisation (DRDO), Government Quality Assurance agencies, and the three armed services. This structured list will help industry stakeholders easily identify and access the necessary resources for their projects.

Simplification and Support for Industry

Documentation processes related to the calculation and payment of proof and testing charges have been simplified. This change aims to reduce the bureaucratic burden on firms in the defence sector, making it easier for them to focus on innovation and development.

Another noteworthy adjustment in the revised SOP is the replacement of the Arbitration provision with a more streamlined Conciliation Agreement Clause. This change is designed to enhance the Ease of Doing Business, allowing for quicker resolutions to issues that may arise during project development.

Dedicated Slot for Developmental Projects

The SOP has also established a dedicated three-day slot per quarter at proof ranges specifically for the proof firing of government-sponsored developmental projects. This includes those facilitated through iDEX, TDF, Make, and initiatives driven by the indigenous defence industry. Such availability is expected to significantly boost project timelines and efficiency.

Ultimately, the revised SOP is set to create a more transparent and industry-friendly environment for accessing critical testing facilities. By aligning with government initiatives that support indigenisation, innovation, and defence exports, this new framework will not only foster the growth of the Indian defence industry but also strengthen national security capabilities.
