Government Introduces Risk-Based Framework to Simplify BIS Quality Compliance for Manufacturers
The Centre has launched a risk-based compliance mechanism to simplify adherence to Quality Control Orders (QCOs) for manufacturers. This new framework, outlined in the Transition Facilitation (Quality Control) Order, 2026, aims to address industry concerns regarding the challenges of obtaining Bureau of Indian Standards (BIS) certification under current regulations. The initiative allows eligible manufacturers to pursue a streamlined certification process while ensuring product quality and consumer protection.
New Compliance Framework
The Department for Promotion of Industry and Internal Trade (DPIIT) stated that the order introduces an alternative compliance mechanism designed to facilitate a smoother transition for industries while upholding quality assurance. Under this framework, domestic manufacturers can source supplies from companies licensed under Scheme II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. This change eliminates the requirement for suppliers to hold Scheme I (ISI Mark) certification.
Scheme II permits manufacturers to supply products based on self-declaration of compliance with Indian standards, contrasting with Scheme I, which necessitates factory inspections and the issuance of an ISI Mark license by BIS. The new mechanism will evaluate approvals based on technical capability, past compliance records, and commitment to innovation and strengthening domestic supply chains.
Benefits for Compliant Manufacturers
The order also recognizes manufacturers that have consistently complied with Quality Control Orders for three years without defaults. This acknowledgment aims to reward sustained adherence to quality standards. DPIIT emphasized that the reform is intended to facilitate industry compliance while maintaining high-quality benchmarks.
The initiative is expected to bolster domestic value chains, promote technological advancement, and alleviate compliance challenges. It also aims to enhance India’s integration with global supply chains while reinforcing consumer confidence in the safety and quality of products available in the domestic market.
