Foreign Secretary Vikram Misri Engages with US Lawmakers to Discuss Russia Sanctions Bill and Strengthening India-US Relations
Foreign Secretary Vikram Misri met with a bipartisan US Congressional delegation led by Brian Mast, chairman of the House Foreign Affairs Committee, on Sunday. The discussions focused on the recently enacted Sanctioning Russia and Iran Act (SRIA), as well as strategic ties and energy security between India and the United States. Ministry of External Affairs spokesperson Randhir Jaiswal stated that the talks encompassed a wide range of topics, including counter-terrorism and freedom of navigation.
SRIA’s Significance for India
The meeting comes as India evaluates the implications of the SRIA for nations purchasing Russian oil and gas. The SRIA establishes a framework for expanded sanctions, import duties, and trade restrictions related to Russia, while also extending economic measures concerning Iran. The legislation specifically targets Russia’s petroleum and military sectors, government officials, financial institutions, and vessels involved in circumventing restrictions on Russian crude exports.
A key aspect of the SRIA for India is a provision that allows the US to impose tariffs of up to 100% on imports from countries that continue to buy Russian energy. However, these tariffs would only be applied under specific conditions set forth in the legislation and any subsequent actions by the US President. Importantly, the legislation does not automatically impose a 100% tariff on Indian goods but grants the US executive branch the authority to do so under defined circumstances.
Misri’s Meetings in New York
Misri’s recent meeting followed his engagements in New York during the United Nations General Assembly (UNGA). There, he discussed critical and emerging technologies, semiconductors, and energy security. He met with US Under Secretary of State for Economic Affairs Jacob Helberg to advance cooperation in these areas, including the Pax Silica initiative, which focuses on supply-chain security.
Additionally, Misri held discussions with US Under Secretary of State for Political Affairs Allison Hooker regarding energy security and other strategic issues. He described the meeting as productive, emphasizing the importance of India-US bilateral cooperation in energy security, civil nuclear cooperation, and the SRIA.
Trade Talks and Strategic Cooperation
The meetings occur amid ongoing negotiations for a Bilateral Trade Agreement (BTA) between India and the US. Both countries are also enhancing cooperation in strategically important areas such as supply-chain resilience, advanced technologies, and energy. Pax Silica, introduced by Helberg in December 2025, aims to foster collaboration among partner nations on secure and innovative supply chains that encompass critical minerals, energy inputs, advanced manufacturing, semiconductors, and AI infrastructure.
