Exporters Concerned as Gulf Tensions Lead to Increased Goods Dumping at Ports
Amid ongoing geopolitical tensions in the Persian Gulf, Indian exporters are expressing concern over the potential for goods to be dumped at ports, which could severely impact their businesses. As the government takes steps to address these issues, including simplifying customs regulations, exporters are preparing to raise their concerns with officials. Government Initiatives to Address Export Concerns
The Indian government has initiated measures to facilitate the handling of returning export cargo, responding to the disruptions caused by tensions in the Strait of Hormuz. On Sunday, the customs department issued directives to its field officers, outlining protocols for dealing with ships returning to Indian ports. This circular addresses cargo that has already been loaded onto vessels and is currently within Indian territorial waters. The Central Board of Indirect Taxes and Customs has provided a 15-day relaxation period for exporters, emphasizing the importance of efficient handling to prevent congestion at major gateway ports like Jawaharlal Nehru Port and Mundra Port.
Ajay Sahai, the Director General of the Federation of Indian Export Organisations (FIEO), highlighted the significance of these government initiatives. He noted that while the measures are timely, it is crucial to ensure that they do not lead to bottlenecks at ports, which are vital for India’s trade with West Asia. The government has also instructed field formations to recover all export incentives manually, ensuring that exporters receive the necessary support during this challenging period.
Shipping Lines and Port Operations
Despite the government’s efforts, shipping lines such as Maersk and MSC are currently avoiding routes through the Strait of Hormuz due to heightened risks. This has resulted in a significant reduction in shipping activity, with only about 25-30% of normal movement reported. In response to these challenges, DP World has proposed alternative routes for cargo bound for the Persian Gulf. The logistics company is facilitating the movement of containers to Khor Fakkan or Fujairah Port, where customs formalities will be completed before transferring them to Jebel Ali Port for final clearance.
The situation has led to a dramatic increase in freight costs, with some shipping lines imposing charges that are 300% higher than usual. Exporters are facing rising prices in Gulf markets, which have surged due to decreased imports. Despite these challenges, some exporters believe that timely deliveries remain feasible, as long as they can navigate the current logistical hurdles.

The ongoing geopolitical situation has created a complex environment for Indian exporters, who are grappling with the dual challenges of rising costs and logistical disruptions. The Directorate General of Foreign Trade (DGFT) has responded by extending the export obligation period for certain authorizations, allowing exporters additional time to meet their commitments without incurring penalties. This extension applies to specific advance authorizations and EPCG authorizations expiring between March 1, 2026, and May 31, 2026.
