Vehicle history data in Europe is fragmented across dozens of incompatible systems
Somewhere around 30 to 33 million used cars move across European borders every year, and a European Parliament study from 2018 put odometer fraud rates on those cross border transactions at 30 to 50%, a number that frankly nobody has bothered to update since then. Domestically, the fraud rate sits at maybe 5 to 12%, which is bad enough, but once a car crosses a border, that number jumps to three times higher because, and I wish this weren’t the explanation, the paperwork simply doesn’t follow the vehicle. I keep hearing the same kind of story from dealers in Warsaw. One sedan, 240000 kilometers in the German TÜV records, listed on a lot in Mokotów with 120000 on the dash, and the only way the dealer could have caught it was a manual records request to Germany that, in practice, nobody bothers with. The buyer, needless to say, has never heard of any such process. The EU wide tab comes to between 5.6 and 9.6 billion euros a year, and honestly, at this point, I feel silly repeating those numbers because they date back to 2018 and, apparently, no one in Brussels or anywhere else has seen fit to run the calculation again, which, if you think about it, says more about institutional priorities than the fraud itself does.
I was at a trade conference in March where a panelist called this “primarily a technology gap,” and I nearly spilled my coffee. The Belgians passed a law back in 2004. Garages, tire shops, and technical control centers, all of them required to feed odometer readings into one central database managed by Car-Pass. That’s it, that’s the whole system, and it works. Holland went and built their own version called the Nationale AutoPas under the RDW, and when Belgium and the Netherlands finally linked the two databases, the fraud rate on cars traded between them fell off a cliff, 90% down on Dutch imports according to Car-Pass figures. The technology was never the hard part, and it still isn’t. What’s actually difficult is persuading 25 other governments that they should spend money building something similar, which so far has proven nearly impossible because vehicle registration is treated as a strictly national affair. Nobody in any transport ministry I’ve spoken with seems to consider cross border mileage sharing an urgent priority, or even a medium term one.
EUCARIS looked like it could solve this. Thirty two countries already use it for registration and license queries, and they eventually got the treaty amended to allow mileage data, too. Then came the part where countries had to actually opt in, and this is where it gets depressing: eight did. Belgium, Germany, Latvia, Luxembourg, the Netherlands, Romania, Slovakia, and the UK. Even among those eight, query volumes are, from what I’ve been told off the record, laughably small. Cyprus finally joined in March 2026, bringing the total to nine countries after the platform had been around for twenty years, which frankly says everything about the pace of adoption. I ran into Marek Hoffmann, a compliance officer at a registration authority in Central Europe, at a conference back in February, and he put it better than I could. “The software does what it’s supposed to do,” he told me between sessions. “The problem is that nobody’s feeding it.”

Mileage is only part of it, and frankly, not even the messiest part. Roadworthiness inspections are arguably worse. TÜV in Germany stores odometer readings in something resembling a proper structured database, and over in France, the contrôle technique captures similar data but formats it differently, retains it for different periods, and uses an encoding scheme that has zero overlap with what TÜV outputs. Different contractors built each one for different ministries, and I don’t think anyone at the procurement stage ever asked what happens when a car leaves the country. I sat with a VIN check specialist who walked me through matching records for a single car across two countries, and after about twenty minutes of watching him toggle between systems, I gave up trying to follow the logic. Best analogy I can come up with is trying to merge two spreadsheets where one is semicolon delimited and the other is tab delimited, they’re in different languages, and the person who set up each file had a totally different idea about what columns to include. Italy’s Motorizzazione Civile is its own thing, Poland’s CEPiK another, Spain’s DGT yet another, and none of them were designed with interoperability in mind. Even a commercial VIN checker that aggregates multiple databases can only surface what has already been digitised somewhere, and entire chunks of a vehicle’s history can simply not exist in any system that’s queryable from outside the country of origin.
The European Commission’s April 2025 proposal revised three directives at once, covering periodic inspections, registration documents, and commercial vehicle roadside checks, and it had all the right language about digital certificates and mandatory cross border data exchange. Piotr Kowalski, who runs a used car lot outside WrocÅ‚aw, actually laughed out loud when I mentioned the proposal. “I’ve been hearing about this since before I opened the lot,” he said, and made it clear he’s not changing anything about how he sources cars until there’s an actual regulation with an actual enforcement date. Committee report by late 2025, plenary vote and trilogue sometime in mid 2026, official journal by mid 2027, and actual national laws in place no earlier than 2029, maybe 2030. So we’re looking at 2029 at the earliest, probably 2030, and that’s assuming the Council doesn’t blow up trilogue by reopening something, which, if you’ve followed any vehicle directive through Brussels, you know they will.
There’s an odd parallel story playing out with the EU Data Act, which went live in September 2025 and tells connected vehicle manufacturers they need to hand over raw telemetry and preprocessed data to owners and authorized third parties by September 2026. Car manufacturers, every one of them, are pouring money into rebuilding their data pipelines and API architectures to hit that deadline, and the irony is that all that investment in automotive data interoperability is happening right now, this year, but it’s aimed at letting you read your engine diagnostics on a third party app, not at solving the comparatively straightforward problem of checking whether somebody clocked the odometer before selling a car across a border.
I spoke with an inspector at a technical testing station in Bavaria who said cross border mileage flags come up about once a week, almost always on vehicles that came in from Eastern Europe, and that whether the flag leads anywhere depends on something as mundane as whether the previous country’s system responds to the EUCARIS query that day. Clean data comes back maybe half the time, he said. Everything else is timeouts or garbled data where the encoding doesn’t match what his local software can parse, and at that point, he’s basically back to the old method, looking at brake pedal wear, checking whether service stickers line up, trying to gauge from the general condition of the interior whether the odometer reading makes any sense at all. That’s European vehicle data integration in April 2026, not dramatically different from 2018, when 577 MEPs voted for new legislation on odometer fraud, and then, or so it appears to everyone working the used car trade floor, nothing binding came out of it.
The EReg workshop on mileage fraud, organized by MEP Tomáš Zdechovský with the Belgian Car-Pass system, laid out the situation plainly enough. European consumers need a European response, not 27 national responses built on incompatible databases running different software with different data standards and different levels of political commitment to actually populating them with accurate mileage readings. One out of every eighteen used cars in the Netherlands has a deliberately turned back odometer, even with one of the best mileage tracking systems on the continent, and the Dutch system catches most of those because it has the data. Countries that lack comparable infrastructure don’t have fraud statistics because they don’t have the data to generate them, and I haven’t seen any ministry rushing to change that.
