Economic Survey Analyzes How Geopolitics and Strategic Power Gaps Impacted the Rupee in 2025

The Indian rupee has faced significant challenges, emerging as the worst-performing currency in Asia for 2025 and starting 2026 on a troubling note by hitting a record low of 92 against the US dollar. The Economic Survey for 2025-2026, presented by Finance Minister Nirmala Sitharaman, attributes this decline to a combination of geopolitical factors and a decrease in foreign capital inflows. The report highlights that while India’s economic fundamentals remain strong, the rupee’s valuation does not reflect this strength, raising concerns about investor confidence and the country’s strategic positioning.

Factors Behind the Rupee’s Decline

The Economic Survey outlines several key reasons for the rupee’s depreciation. A widening balance of payments (BOP) deficit and uncertainty surrounding a potential trade deal with the United States have put additional pressure on the currency. Between April 1, 2025, and January 22, 2026, the rupee has weakened by approximately 6.5% against the dollar. Despite this decline, the survey notes that the movement of the rupee has been orderly. It emphasizes that medium to long-term exchange rate dynamics will be driven by structural fundamentals, including productivity improvements and export diversification, rather than short-term market fluctuations.

The survey also paints a positive picture of India’s economic landscape. It reports that economic growth is robust, inflation is under control, and agricultural prospects are favorable. Additionally, external liabilities remain low, banks are in good health, and credit growth is strong. The report suggests that the current undervaluation of the rupee could provide some benefits, such as mitigating the impact of higher American tariffs on Indian goods. However, it also warns that this situation may lead to hesitance among investors, which could hinder future capital inflows.

Investor Confidence and Strategic Challenges

The Economic Survey raises concerns about investor reluctance to commit to India, suggesting that this warrants further investigation. It cites the Lowy Institute’s Power Gap Index, which indicates that India is not fully realizing its strategic potential, scoring -4.0, the lowest in Asia, excluding Russia and North Korea. The report underscores the importance of aligning efforts across the state, private sector, and households to overcome the challenges posed by global economic uncertainties.

India’s aspirations to become a wealthier nation within a generation are complicated by the shifting priorities of dominant global powers, which have led to increased frictions in international trade. The survey notes that these global headwinds could be transformed into tailwinds if all sectors of Indian society work together to adapt and commit to the necessary efforts. However, the task ahead is described as complex and demanding, requiring a collective response to navigate the evolving economic landscape.

Outlook for the Indian Economy

Despite the challenges facing the rupee, the Economic Survey maintains an optimistic outlook for the Indian economy. It highlights that the fundamentals remain strong, with healthy corporate balance sheets and robust liquidity conditions. The report suggests that while the rupee may currently be undervalued, this situation could provide some strategic advantages in the face of external pressures.

The survey emphasizes the need for a stable policy environment and deeper integration into global value chains to enhance the rupee’s stability in the long run. It calls for a focus on productivity gains and the diversification of exports towards higher-value goods and services. As India navigates these complexities, the report stresses the importance of purposeful governance and policy dynamism to reinforce the country’s economic resilience and growth potential.
