India-Russia Summit: PM Modi and Putin Unveil Five-Year Economic Plan
India and Russia have solidified their economic partnership by establishing a five-year plan aimed at enhancing trade and cooperation across various sectors. During the 23rd India-Russia Annual Summit, Prime Minister Narendra Modi and President Vladimir Putin emphasized their commitment to strengthening ties despite external pressures, including U.S. tariffs and sanctions. The leaders outlined ambitious goals for bilateral trade, focusing on energy cooperation and the diversification of economic relations.
Five-Year Economic Cooperation Programme and Trade Goals
The newly finalized ‘Economic Cooperation Programme’ is designed to sustain and diversify trade and investment between India and Russia through 2030. Prime Minister Modi highlighted the importance of concluding a free trade agreement (FTA) with the Eurasian Economic Union, which would further enhance trade relations. President Putin expressed a shared vision to elevate annual bilateral trade to $100 billion, with energy cooperation identified as a key focus area. Notably, the programme encourages the use of national currencies in transactions, with 96% of trade already conducted in rupees and rubles. This initiative aims to expand the mechanisms for using the rupee in Russian export settlements, thereby reducing reliance on foreign currencies.
Sectoral Agreements and Strategic Cooperation
During the summit, a series of significant agreements were signed, covering various sectors such as health, food safety, mobility, energy, and critical minerals. Prime Minister Modi underscored the necessity of critical minerals for establishing secure and diversified supply chains that support clean energy and high-tech manufacturing. In response, President Putin reaffirmed Russia’s role as a dependable supplier of oil, gas, and coal. He also expressed readiness to collaborate on India’s largest nuclear power project, as well as on small modular reactors and floating nuclear power plants. Additionally, the discussions included non-energy applications of atomic technology in medicine and agriculture, further solidifying the strategic partnership between the two nations.
Make in India and Industrial Collaboration
President Putin voiced Russia’s support for India’s Make in India initiative, announcing plans for local production of industrial goods and the establishment of joint ventures in manufacturing, machine-building, and digital technologies. This collaboration aims to enhance industrial capabilities and foster innovation in science-intensive sectors. The commitment to local production aligns with India’s broader goals of boosting domestic manufacturing and creating job opportunities. Both leaders recognized the potential for increased industrial cooperation, which could lead to significant advancements in technology and economic growth for both countries.
People-to-People Engagement and Employment Initiatives
Prime Minister Modi also highlighted initiatives aimed at enhancing people-to-people engagement, particularly through training programs for Indian seafarers in polar waters. This initiative is expected to strengthen Arctic cooperation and create new employment opportunities for Indian youth. Furthermore, the India-Russia Business Forum, scheduled to take place later, is anticipated to serve as a vital platform for fostering exports, co-production, and innovation between businesses in both nations. The summit ultimately showcased a comprehensive roadmap for deepening economic and strategic ties, as both countries navigate the complexities of global geopolitical dynamics.
