Mauritius and India Strengthen Governance Ties Through New Training Programme

A senior delegation from Mauritius, led by Marie Joëlle Sandrine Valere, the Senior Chief Executive, engaged with Union Minister Dr. Jitendra Singh during a pivotal meeting in New Delhi. This interaction marked the launch of the fourth Special Capacity Building Programme for Senior Civil Servants of Mauritius, organized by the National Centre of Good Governance (NCGG) from August 17 to 22, 2026. The initiative underscores the deepening cooperation between India and Mauritius in enhancing public administration.

Revolutionizing Civil Service Training

While addressing the delegation, Dr. Jitendra Singh emphasized that capacity building must evolve beyond traditional methods. He advocated for a framework centered on continuous, role-oriented, and competency-based learning that equips public servants to navigate a rapidly changing governance landscape shaped by technology and citizen demands.

Building Institutional Relationships

The programme involves a cohort of 15 senior officials from 11 different ministries in Mauritius. This collaborative effort aims to share effective governance strategies, institutional knowledge, and innovative service delivery methods. Dr. Singh pointed out that earlier programmes had successfully trained 70 Mauritian civil servants since the signing of a Memorandum of Understanding (MoU) in March 2025, which aims to train a total of 500 Mauritian officials over the next five years.

Emphasizing Future-Ready Governance

Dr. Singh stressed the need to keep civil servants well-prepared for the future. He illustrated this with examples of how governance is evolving through the integration of digital technologies and artificial intelligence. By sharing India’s expertise in these areas, the Minister offered to adapt strategies specifically for the Mauritian public service context.

A Focus on Collaborative Learning

Highlighting the significance of reciprocal learning, Dr. Singh noted that understanding different governance challenges and solutions should be a core aspect of capacity building. This includes looking at successful administrative practices from one another to enrich public service in both countries. He mentioned the Amrit Gyaan Kosh initiative, which aims to document and transform governance experiences into practical learning resources for officials.

Exploring Shared Maritime Interests

Recognizing shared maritime challenges, the Minister also identified potential areas for cooperation, such as the blue economy, ocean technologies, and sustainable development. Capacity building initiatives could integrate these emerging fields through specialized programmes and joint learning opportunities.

Broader Cooperation Through ITEC

The training programme signifies a broader scope of collaboration between India and Mauritius. Mauritius benefits significantly from the Indian Technical and Economic Cooperation (ITEC) programme, which offers around 500 training slots annually. Since 2007, approximately 5,600 Mauritians have participated in various training courses within civilian and defense programs.

A Diverse Delegation in Attendance

The participating delegation includes prominent officials such as Doonunjoy Dassaye, Permanent Secretary from the Ministry of Education, and Indira Padaruth Ruchaia, Permanent Secretary from the Ministry of Industry, SME and Cooperatives. Their involvement highlights the commitment to improving governance practices and public service in Mauritius.
