Delhi’s Intelligent Traffic Management System: A Game Changer for Commuters
Delhi’s traffic management is set for a major overhaul with the Centre’s approval of a ₹1,789.52-crore Intelligent Traffic Management System (ITMS). This initiative aims to integrate traffic signals, enforcement, emergency vehicle movement, and commuter information into a cohesive technology platform. Union Minister Ashwini Vaishnaw announced that the system will enhance the responsiveness of traffic signals, moving away from fixed timings. The Cabinet Committee on Economic Affairs, led by Prime Minister Narendra Modi, has greenlit the project, which will cover 42 identified traffic corridors and is expected to be implemented over 24 months, followed by five years of operation and maintenance.
How Delhi’s New Traffic System Will Work
Delhi currently has around 71 lakh active registered vehicles, with vehicle growth outpacing road infrastructure expansion. The ITMS aims to optimize the existing road network by utilizing real-time traffic data and advanced traffic management technologies. The project will install 1,092 Adaptive Traffic Control System locations, allowing signal timings to adjust based on current traffic conditions. Coordinated signals along key corridors will help minimize unnecessary stoppages and delays.
The system will integrate traffic regulation, enforcement, and information dissemination through Traffic Command and Control Centres, supported by a secure Data Centre and Disaster Recovery infrastructure. It will also deploy 1,029 enforcement locations, utilizing automated systems to detect various traffic violations, including red-light violations, speeding, and illegal parking. AI-based analytics will assist in identifying stolen vehicles and repeat offenders.
Ambulances to Get Priority, Commuters to Get Live Updates
A significant feature of the ITMS will be the prioritization of ambulances and emergency vehicles. The system will create green corridors, enabling these vehicles to navigate congested areas more efficiently. Real-time detection of congestion and road incidents will allow Delhi Police to respond swiftly and implement necessary diversions.
For commuters, Variable Message Sign boards and digital platforms will provide updates on congestion, diversions, and parking availability. This information may also be shared with navigation service providers to enhance commuter awareness.
Three-Phase Rollout Across 42 Corridors
The ITMS will be rolled out in three phases, with each phase commencing only after the previous one is evaluated against specific performance criteria. Delhi Police will oversee the project through a Master System Integrator selected via competitive bidding. C-DAC will serve as the Project Management Consultant, providing technical support and monitoring throughout the implementation and maintenance phases.
The system will utilize open standards and APIs, facilitating future integration and expansion. The Centre stated that this project is designed to complement ongoing improvements in Delhi’s road and transport infrastructure by delivering real-time intelligence for managing the existing network.
