PSB Confluence 2026: Strategies to Propel India’s Banking Sector Forward
The PSB Confluence 2026, hosted by the Department of Financial Services (DFS) under the Ministry of Finance, wrapped up today after two productive days of discussions. Leaders from Public Sector Banks (PSBs), Public Financial Institutions (PFIs), government officials, and industry experts explored various themes crucial to advancing India’s banking and financial sector.
On the second day, conversations delved into three significant areas: Agriculture and Horticulture Value Chain Infrastructure, Priority Sector Lending (PSL), and innovative approaches to the Credit Card business. The sessions included debriefs where groups proposed actionable strategies and novel solutions, crystallizing insights gained from their discussions.
Engaging the Youth in Finance
In her closing remarks, Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman stressed the importance of transforming discussions into real-world outcomes. She urged PSBs and PFIs to utilize their strengths, anticipate new opportunities, and enhance their capabilities to cater to the evolving economic landscape of India.
As part of a new initiative aimed at attracting younger audiences, the Finance Minister proposed a month-long campaign starting October 2, 2026. This initiative will target individuals over the age of 16, coordinating efforts through the Indian Banks’ Association (IBA) to foster relationships with young citizens entering the formal financial system. The goal is to support their financial journey through education, employment, and entrepreneurship.
This campaign envisions a centralized online platform that provides essential information about banking services, educational resources, and entrepreneurial opportunities. Additionally, outreach will occur at colleges, universities, and skill development institutions, enhancing youth engagement.
Prioritizing Sector Lending and Strategic Discussions
Highlighting the critical nature of Priority Sector Lending, the Finance Minister emphasized the importance of tracking shortfalls against targets. PSBs are encouraged to focus on PSL with meticulous monitoring and prompt action to bridge any gaps, ensuring effective credit distribution to intended recipients.
The discussions on Agriculture and Horticulture Value Chains aimed to identify avenues for enhanced financing in areas like Farmer Producer Organizations (FPOs), storage, processing, and market linkages. Furthermore, the brainstorming around the Credit Card business covered strategies for digital onboarding and maximizing customer engagement through RuPay-UPI integration. Contributions from industry insiders, such as CA Arvind Agarwal of VNR Group and Shri Sanjay Mehndiratta of Toy Zone, provided valuable practical insights into these discussions.

The DFS Secretary noted that the Confluence facilitated a clearer understanding of priorities and actionable items across all themes.
