Potential Relief for India as Trump’s Russia Sanctions Bill Faces Delay, Avoiding 100% Tariffs

US President Donald Trump may face challenges in passing the Russia sanctions bill in the House of Representatives before the November elections. This delay could provide India with relief from the threat of up to 100% tariffs on its crude oil imports from Russia. The bill, which received strong support in the Senate, is now encountering resistance in the House, according to a Bloomberg report.

The Russia Sanctions Bill

The proposed legislation, introduced by the late Senator Lindsey Graham, would allow Trump to impose tariffs of 100% on the five largest buyers of Russian crude oil and natural gas. This includes countries like China, India, and Turkey, which have been significant purchasers of Russian petroleum products. Lawmakers from both parties have expressed concerns that the bill could grant the Trump administration broader authority to impose tariffs, potentially leading to higher oil prices.

Despite the Senate’s overwhelming approval of the bill by an 86-11 vote, its reception in the House has been lukewarm. House Speaker Mike Johnson indicated that the bill may not be voted on before the midterm elections, citing limited legislative days and opposition from senior Democrats. He noted that there are also concerns among House Republicans about the bill’s implications.

US Oil Prices in Focus

Lawmakers are scrutinizing the bill’s potential impact on gas prices. House Foreign Affairs Committee Chairman Brian Mast stated that forcing countries like India to seek alternative oil suppliers could drive prices up. Gasoline prices have surged recently and are viewed as a liability for Republicans ahead of the elections. Democrats are wary of granting Trump additional tariff powers, especially as his existing measures face legal challenges.

Representative Gregory Meeks, a senior Democrat, expressed opposition to the bill, arguing it could give the president unwarranted tariff authority. Other Democrats echoed similar concerns, emphasizing the need for careful consideration of the bill’s provisions. If Johnson attempts to expedite the bill’s passage, he will require significant Democratic support due to the need for a two-thirds majority.

What It Means for India

India’s dependence on Russian crude has surged, with Russia now accounting for over 30% of India’s total crude imports. This shift occurred as European buyers moved away from Russian oil following the Ukraine conflict, allowing India to purchase large volumes at discounted rates. Russian oil shipments to India have consistently increased since 2022, with a record share of approximately 55% in July.

Experts indicate that Russian crude has become central to India’s procurement strategy, crucial for both energy security and refinery economics. While India maintains a diversified crude import portfolio, replacing Russian oil entirely would be challenging under current market conditions. If Russian crude becomes commercially unviable, India may look to increase imports from other countries, including Iraq, Saudi Arabia, and the US.
