Empowering Scheduled Castes: Andhra Pradesh’s Path to Adarsh Grams
The Ministry of Social Justice and Empowerment is taking significant strides in uplifting Scheduled Caste communities in Andhra Pradesh through the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY). This initiative aims to foster socio-economic growth by enhancing village infrastructure, creating livelihood opportunities, and advancing skill development.
Since the project commenced in the financial year 2018-19, Andhra Pradesh has identified 1,159 villages under the Adarsh Gram component of PM-AJAY. Out of these, 892 villages have been officially designated as Adarsh Grams by the state government, marking a pivotal development in improving local socio-economic conditions.
Village Selection and Distribution
Tirupati leads the region with the highest number of selected villages, totaling 221. Following closely are Prakasam with 111, Chittoor with 101, Eluru with 99, and Krishna with 88 villages. Remarkably, all 88 designated villages in Krishna have achieved Adarsh Gram status, a testament to the progress made in these communities. The villages in Sri Sathya Sai and Vizianagaram districts have also reached the same commendable status.
Comprehensive Development Approach
The PM-AJAY scheme adopts a multifaceted approach aimed at alleviating socio-economic disparities and enhancing the standard of living in Scheduled Caste-populated villages. Among its core components are the development of villages into Adarsh Grams, provision of Grants-in-Aid for socio-economic projects, and construction or refurbishment of hostels in higher education institutions.
An Adarsh Gram is characterized by sufficient physical and social infrastructure, demonstrating progress in key socio-economic milestones. Current assessments focus on measurable indicators that provide insights into access to essential services and overall village advancement.
Beneficiaries and Impact
Presently, 267 designated villages are on track to achieving Adarsh Gram status, with ongoing infrastructure projects aimed at fulfilling development goals. During the financial years from 2023 to 2026, the Grants-in-Aid aspect of PM-AJAY has benefitted 119,679 individuals across the state. This includes over 111,000 beneficiaries involved in infrastructure projects, along with support for income-generating activities for more than 6,000 individuals and skill development for nearly 2,000.
Prakasam has seen the largest number of beneficiaries at 12,571, followed by Eluru with 9,747 and Palnadu with 7,099. Income-generating initiatives also saw a positive response, notably with Prakasam supporting 389 individuals and Tirupati 376.
Future Goals and Challenges
The skill development programs are strategically scattered across various districts to enhance employability and facilitate sustainable livelihoods. However, additional funding for the Adarsh Gram component remains on hold until previous allocations are fully utilized and required documentation is submitted. This ensures that improvements are based on thorough and responsible usage of resources.
