Indo-EU Team to Evaluate Cable Security Risks and Discuss Critical Infrastructure Cooperation at Upcoming Summit
India and the European Union are set to engage in crucial discussions this week aimed at enhancing the security and resilience of undersea cables in the Indian Ocean. This meeting comes just weeks ahead of the annual India-EU summit scheduled for January 27 in New Delhi. The focus on safeguarding critical submarine infrastructure is expected to be a significant topic at the summit, highlighting the importance of these cables in global communications.
High-Level Discussions on Undersea Cable Security
On Friday, approximately 70 senior military officials and personnel from India, the EU, and Indian Ocean nations will convene for extensive discussions centered on securing vital submarine infrastructure, particularly undersea cables. These cables are essential for global communications, carrying around 99 percent of intercontinental internet traffic. The discussions aim to identify risks, share best practices, and explore practical solutions driven by technology and policy. The EU has emphasized the vulnerability of these cables, which lie unprotected on the ocean floor and are challenging to monitor.
The seminar is being jointly organized by the National Maritime Foundation (NMF) of India, the European Union, and the EU security and defense project ESIWA+. This track-1.5 meeting will assess current risks and consider potential responses, with a strong emphasis on regional and global cooperation. The collaborative effort reflects a growing recognition of the need to protect critical maritime infrastructure.
Significance of Undersea Cables in Global Commerce
Undersea cables play a crucial role in connecting continents, linking islands to the mainland, and facilitating communication between the EU and India, as well as the rest of the world. The EU has highlighted the importance of these cables for global commerce and digital growth. However, their unprotected nature makes them susceptible to various threats, necessitating enhanced surveillance and monitoring systems to detect potential risks in real time.
EU Ambassador to India, Herve Delphin, noted that this workshop represents a significant advancement in the ongoing EU-India maritime security dialogues. He emphasized that cooperation in the maritime domain is a vital component of the strategic EU-India agenda. The discussions will focus on developing a comprehensive approach to maritime security, particularly concerning the resilience of submarine cables.
Framework for Enhanced Cooperation
Delphin pointed out that the EU Action Plan on Cable Security provides a framework for strengthening submarine cable security. This plan can serve as a foundation for further collaboration and joint strategies with key international partners like India. The EU’s increasing focus on the Indian Ocean is evident through new initiatives involving Europe, India, and regional partners, including the India-Middle East-Europe Economic Corridor.
NMF Director-General Vice Admiral Pradeep Chauhan (retd) stated that the workshop aims to foster regional maritime dialogue and action on securing undersea infrastructure, which is critical for economic security and sovereignty. The discussions will identify vulnerabilities, highlight best practices, and promote solutions that integrate technology, policy, and cooperation.
Broader Maritime Security Initiatives
The seminar builds on previous dialogues, including the fourth EU-India Dialogue on maritime security and a ministerial meeting focused on protecting critical maritime infrastructure held last month in Brussels. The EU has underscored the necessity for enhanced surveillance and monitoring systems to detect threats to undersea infrastructure effectively. This requires strategic coordination among governments, private operators, and international partners.
The EU’s broader maritime security role in the region is also reflected in its naval missions, such as Atalanta and Aspides, which operate in the North-West Indian Ocean. These initiatives highlight the EU’s commitment to ensuring the security of vital maritime routes and infrastructure, reinforcing the importance of collaborative efforts in safeguarding undersea cables and enhancing overall maritime security in the region.
