India Establishes National Board for Social Security of Gig Workers

In a significant advancement for India’s informal workforce, the Ministry of Labour & Employment has officially established the National Social Security Board for Unorganised Workers and Gig & Platform Workers. Operating under the provisions of the Code on Social Security, this initiative is poised to integrate digital gig and platform professionals into the country’s welfare system, marking a notable evolution in social security policies.

The National Social Security Boards will be led by the Union Minister for Labour & Employment and will include representatives from both Central and State Governments, major aggregator companies, employers, civil society groups, workers’ unions, and associations representing gig and platform workers. This diverse assembly underscores the commitment to design, monitor, and recommend welfare schemes tailored to support millions who work in the gig economy as well as those in traditional informal jobs.

Role and Responsibilities of the National Boards

These Boards are required to convene at least three times a year, adhering to procedural rules set by the Central Government. Their functions will include making recommendations to the Central Government on the creation of tailored schemes that cater to various segments of unorganised workers, gig workers, and platform workers. They will also offer guidance on administrative matters related to the Code that are brought to their attention.

Moreover, the Boards are tasked with monitoring existing social welfare programs aimed at unorganised and gig workers, ensuring that these initiatives are effectively managed by the Central Government. They will evaluate record-keeping practices at the State level and oversee expenditure from the relevant funds while also taking on additional responsibilities as assigned by the Central Government.

Impact on Workers

This landmark decision is expected to close the social security gap for a vast number of workers operating outside the formal employment sector. By offering a structured approach to social security, the National Social Security Boards will help bring a sense of stability and security to individuals who have long been marginalized in terms of worker rights and benefits.

The establishment of these Boards represents a crucial step toward building a more inclusive social security framework in India. As the country continues to embrace digital platforms and gig economy models, ensuring workers’ welfare is an essential priority.
