Empowering Diverse Talents: The 31st Divya Kala Mela Launched
In a powerful affirmation of inclusivity, the Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar, inaugurated the 31st Divya Kala Mela at Ravindra Sadan in Kolkata today. This event goes beyond being just an exhibition; it represents a national movement aimed at transforming confidence into capability and aspirations into self-reliance for persons with disabilities, known as Divyangjan. Dr. Kumar emphasized that the Mela reflects Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,” promoting equal opportunities for all.
The 31st Divya Kala Mela, being held from July 14-22, 2026, marks a significant milestone as it is the first collaborative effort between the Government of India and the Government of West Bengal. Initiated in December 2022, this initiative now spans the entire nation, creating platforms from Srinagar to Thiruvananthapuram, and from Kochi to Guwahati. With approximately 40 stalls, primarily showcasing the works of West Bengal artisans, this week-long festival provides Divyang entrepreneurs an opportunity to access broader markets, enhancing their economic independence and dignity.
Transformational Change in Approach
Dr. Kumar highlighted that the government’s approach towards persons with disabilities has shifted significantly from welfare-based support to a rights-based empowerment model. Since 2014, nearly ₹1,462 crores have been allocated to support around 1.82 lakh Divyang beneficiaries through self-employment and entrepreneurship initiatives. He also referenced the National Overseas Scholarship Scheme, which selects 20 students with disabilities each year to pursue higher education abroad.
Commitment to Dignity and Safety
During the event, the distribution of assistive devices was emphasized, marking them as instruments of dignity rather than just tools. The Minister also brought attention to the NAMASTE Scheme, designed to enhance the welfare of sanitation workers by providing mechanized sanitation solutions, PPE kits, safety training, and health insurance, ensuring their dignity and security.
Celebrating Diversity and Inclusion
Smt. Agnimitra Paul, Minister-in-Charge of Urban Development and Municipal Affairs in West Bengal, described the Mela as a celebration of dignity, creativity, and inclusive development. She reiterated the state government’s commitment to ensuring no one is left behind, underlining efforts in education, healthcare, and economic self-reliance for persons with disabilities. Smt. Paul praised sanitation workers as the true guardians of public health, voicing strong support for the NAMASTE programme, which prioritizes their skill development and socio-economic welfare.
Highlighting Achievements and Future Goals
Smt. Malati Rava Roy, Minister of State (Independent Charge) for Women and Child Development, expressed that the Divya Kala Mela serves as a vital platform for artisans with disabilities to market their creative works. The Mela not only enhances livelihoods but also inspires a more compassionate and inclusive society through cultural performances.
Shri Rajiv Sharma, Joint Secretary of the Department of Empowerment of Persons with Disabilities, stressed that this year’s Mela symbolizes the combined effort of the Governments of India and West Bengal to empower Divyangjan. The event serves as a national platform for showcasing the remarkable artistic talents of Divyang performers.
The success of the NAMASTE (National Action for Mechanised Sanitation Ecosystem) scheme was also highlighted, with significant validation numbers for sanitation workers and waste pickers reported across the nation. Essential safety equipment and health cards have been distributed to ensure their well-being, reflecting the government’s commitment to social security and empowerment.
The ceremony concluded with a vote of thanks delivered by Dr. Sandeep Rathor, Joint Secretary of the Department of Social Justice and Empowerment, acknowledging the significance of such initiatives in fostering an inclusive and self-reliant India.
