Government Hosts Shram Samvad for Labour Code Awareness in Kanpur
A pivotal capacity-building initiative titled “Shram Samvad” took place on October 28, 2026, at IIA Bhavan in Kanpur. Organized by the Ministry of Labour and Employment (MoLE) alongside the Labour Department of Uttar Pradesh, this event aimed to enhance understanding of the newly implemented Labour Codes among various stakeholders, including employers and HR professionals.
The programme served as a platform to bolster awareness about labour regulations and social protection initiatives. With representatives from the central and state governments, as well as industry leaders, the event focused on promoting stronger coordination and engagement among various stakeholders.
Key Discussions and Insights
Shri Shamim Akhtar, Additional Labour Commissioner of Kanpur, and Shri Rajesh Aggarwal, Chairman of the Indian Industries Association, opened the event by welcoming attendees. The inaugural address by Shri Abhinav J. Jain, the Chief Development Officer of Kanpur Nagar, outlined the critical need for compliance awareness and implementation under the new labour law framework.
The first technical session was presented by Dr. RG Meena, an advisor to MoLE, who discussed the overarching objectives and significant reforms embedded within the Labour Codes. Participants gained valuable insights into the implications of these reforms for both employees and employers.
Subsequent sessions focused on the detailed compliance requirements stipulated by each of the four Labour Codes. Officials from both the Labour Department and MoLE highlighted essential statutory obligations and offered practical guidance for navigating these new regulations.
Social Security Initiatives
The third and fourth sessions provided an overview of the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) and the Pradhan Mantri Shram Yogi Maandhan (PM-SYM) Scheme, crucial programs aimed at enhancing employment and social security for the workforce.
To assist attendees in adhering to the new framework, the “Handbook of Compliance for Employers” and a “Compilation of Frequently Asked Questions” were distributed, providing essential resources for effective implementation.
Concluding the programme, a lively Question and Answer session allowed participants to clarify their doubts regarding compliance and social security provisions under the Labour Codes. This interaction fostered a deeper understanding of the requirements and strengthened the network among all parties involved.
By convening central and state government officials with industry representatives, the Shram Samvad programme played a vital role in elevating awareness and engagement, paving the way for effective adoption of the new Labour Codes. This collaborative effort marks a significant step towards improved labour governance in India.
