Upcoming Changes to SIM Card Regulations in 2026: Key Updates Effective August 24 and Connection Limits
The Indian government has mandated telecom service providers to enforce a strict limit on mobile connections, capping the number at nine per individual. This directive, effective from August 24, requires telecom companies to identify and inform subscribers who attempt to obtain additional connections beyond this limit. The Department of Telecommunications (DoT) has outlined a phased approach for implementation, starting with a post-facto verification system.
Implementation of the New System
From August 24, telecom operators must implement technical measures to identify subscribers seeking to exceed the connection limit. According to the DoT circular, operators are required to communicate to individuals that they have reached the maximum number of permitted connections and cannot obtain a new SIM. To assist with this process, the DoT will provide a representative image of each subscriber who has already reached the limit via the Digital Intelligence Platform (DIP) starting August 23. Operators will need to download these images daily to facilitate identification.
Initially, the verification will occur one day after a connection is activated. However, any connection activated beyond the permitted limit will be suspended until the issue is resolved. The government has instructed telecom operators to transition to a real-time verification system by November 30.
Connection Limits Across Regions
As per existing DoT guidelines from August 9, 2012, individuals can hold a maximum of nine mobile connections across all telecom operators in India. However, specific regions have lower limits: Jammu and Kashmir, Assam, and the North-East can only have a maximum of six connections each. Customers must also declare their existing mobile connections in the Customer Application Form (CAF) when applying for new connections.
Timeline for Full Implementation
The government has set August 24 as the start date for telecom operators to begin the identification process for subscribers attempting to exceed the connection limit. While the initial system will operate on a post-facto basis, operators are required to integrate these checks into the enrolment and activation process in real time by November 30. The respective Licensed Service Areas (LSAs) will handle any issues arising from the implementation of these instructions.
