India Launches Scheme to Promote Piped Natural Gas in Households

The Government of India has unveiled an innovative Incentive Scheme aimed at promoting Domestic Piped Natural Gas (PNG) connections. The initiative, set to take effect from September 1, 2026, seeks to provide clean, safe, and affordable cooking gas to households across the nation. By incentivizing City Gas Distribution (CGD) companies, the scheme aims to expedite the rollout of active PNG connections and expand the reach of this vital service.

Enhancing Access to Clean Cooking Fuel

With approximately 1.74 crore Domestic PNG connections already in place, this new Scheme encourages CGD companies to convert unbilled connections into working gas services while extending the PNG network to new regions. This expansion is expected to benefit numerous families who can now enjoy the advantages of piped natural gas in their kitchens.

Why Piped Natural Gas is a Game Changer

Piped Natural Gas offers several significant benefits to households, making it a preferable choice over traditional cooking fuels and LPG cylinders:

  • Safety: PNG is distributed through underground pipelines at low pressure, minimizing the risks associated with cylinder handling and storage. Furthermore, it disperses quickly in case of a leak.
  • Convenience: With gas available at all times directly in homes, families no longer need to book or replace cylinders, and the billing is based on actual consumption like water or electricity.
  • Affordability: Households pay only for the gas they use; PNG is generally cheaper than LPG, which can lead to lower monthly fuel costs.
  • Environment-friendly: PNG burns cleaner than conventional fuels, significantly improving indoor air quality and contributing to reduced carbon emissions.
  • Uninterrupted supply: A continuous supply through pipelines eliminates reliance on cylinder deliveries, which is especially advantageous for residents in densely populated urban areas.

Government Initiatives to Support PNG Expansion

This new Scheme is part of the government’s broader strategy to promote the use of PNG and facilitate the transition to clean cooking fuel. Recent efforts include:

  • Streamlined regulatory approvals: A standardized framework for quicker clearances has been established, facilitating priority processing of PNG infrastructure applications.
  • VAT reduction: States are being motivated to lower the VAT on natural gas to 5%, to make PNG more accessible; several states have already begun this process.
  • National PNG Drive 2.0: A comprehensive initiative that includes awareness campaigns and a digital portal for facilitating the conversion from LPG to PNG.
  • Unified registration portal: A user-friendly online platform is being developed to simplify the application and tracking process for new PNG connections.

Scheme Structure and Expected Outcomes

The Incentive Scheme will offer additional allocations of domestically-produced, lower-priced gas to eligible CGD entities for every new billed Domestic PNG connection they achieve, beyond a set threshold. By implementing this initiative over two six-month tranches, the initiative looks to deeply reduce costs associated with sourcing gas, transitioning from pricier liquefied natural gas (LNG) procurement.

This innovative approach is expected to significantly shorten the payback period for investments in new PNG connections from about ten years to roughly three years, motivating CGD entities to expedite the expansion of household connectivity. As a result, millions of Indian families are poised to benefit from this widespread access to clean, safe, and affordable piped cooking gas in the near future.
