Government Reviews Kharif Season Amid El NiƱo Concerns
On July 7, 2026, a high-level review meeting convened under the leadership of Dr. P.K. Mishra, Principal Secretary to the Prime Minister, at Seva Theerth, focusing on preparations for the kharif season and the economic implications of El NiƱo. Officials from over fifteen ministries, including Agriculture, Power, and Health, participated in the meeting to evaluate rainfall conditions and agricultural strategies.
The Indian Meteorological Department (IMD) reported a rainfall deficit of 12% across the country as of July 7. Although the monsoon’s arrival was delayed by approximately 10 days in states like Gujarat and Maharashtra, recent weather patterns suggest above-normal rainfall during the first week of July. Experts indicated that while a weak to moderate El NiƱo is anticipated in the coming months, previous occurrences of El NiƱo did not consistently correlate with below-normal rainfall.
Coordinated Preparedness for Agriculture
The Agriculture Secretary emphasized the need for robust strategies to mitigate El NiƱo’s potential effects during the kharif season. Weekly meetings of the Crop Weather Watch group have been established with various states to monitor critical aspects such as rainfall, reservoir levels, and crop progress. Furthermore, the Indian Council for Agricultural Research has issued Standard Operating Procedures to manage El NiƱo risks, and contingency plans have been updated for 262 at-risk districts.
Ensuring Food Security and Support
To bolster food security, campaigns for Pradhan Mantri Fasal Bima Yojna and Kisan Credit Card coverage have begun in vulnerable states, aiming for comprehensive outreach. The Animal Husbandry and Dairying Department has been tasked with assessing fodder availability, ensuring that both dry and green fodder are accounted for at micro and macro levels.
The Drinking Water and Sanitation Department reported a stable situation, but close monitoring in vulnerable districts remains essential. Meanwhile, the Health and Family Welfare Department shared that advisories are in place regarding heat waves, dengue outbreaks, and associated health challenges.
Monitoring Resources and Market Conditions
The Consumer Affairs Department updated on the current retail prices and the status of buffer stocks for staples such as rice and wheat. Fertilizer availability has also been confirmed to be sufficient. Both departments have been advised to monitor the market closely to ensure the consistent availability of essential commodities.
As of July 1, the Department of Rural Development reported generating 1 crore person-days of work under its employment guarantee schemes. The progress of climate-resilient seed varieties is being monitored, and the Power Department provided updates on energy generation capacity.
Continuous Assessment and Future Actions
Dr. Mischra concluded the meeting by highlighting the necessity of ongoing monitoring of the situation, especially in vulnerable districts, to facilitate timely interventions as needed. He stressed the importance of coordinated efforts among various ministries and stated that availability of drinking water and fodder must be prioritized. Reservoir levels will be consistently observed to promote effective water management throughout the season.
