Minister Highlights Impact of Quality Standards on Domestic Manufacturing

Commerce and Industry Minister Piyush Goyal announced on Tuesday that the implementation of Quality Control Orders (QCOs) has significantly bolstered India’s domestic industries, particularly in sectors such as toys and plywood. These measures aim to ensure that Indian consumers receive products of the same quality as those exported, while also addressing the issue of substandard imports. Goyal emphasized the government’s commitment to simplifying compliance processes and maintaining flexibility to support both industries and consumers, particularly micro, small, and medium enterprises.

During a meeting with state commerce and industry ministers, Goyal highlighted the positive impact of QCOs on the domestic market. He noted that the number of QCOs has risen to 191, covering 775 products. The minister explained that these orders are designed to ensure that consumers receive high-quality goods, similar to those available in international markets. He cited the plywood industry as an example, where many businesses faced closure due to cheap imports. The introduction of QCOs has reportedly revived these businesses, with feedback indicating that consumers have not experienced increased costs as a result.

Goyal’s remarks come amid calls from various stakeholders for a review of the QCOs. He reassured attendees that the government is committed to balancing quality standards with the needs of the industry. The minister emphasized that the goal is to create a level playing field for domestic producers while protecting consumer interests.

Focus on Specialized Products

Goyal also addressed the need for improved quality in specialized products, such as cold-rolled grain-oriented electrical steel, which is essential for transformer manufacturing. He stated that the government is actively working to enhance the quality of these materials to prevent any adverse effects on power companies and consumers. Additionally, he mentioned the paint industry, where he has sought feedback from manufacturers to promote domestic production of titanium dioxide, a key ingredient in paint formulations.

The minister’s proactive approach aims to ensure that Indian industries can compete effectively while maintaining high standards. By focusing on quality improvements, the government hopes to foster a more robust manufacturing sector that meets both domestic and international demands.

Encouraging Investment and Collaboration

In his address, Goyal urged state governments to address issues related to the non-payment of incentives to businesses. He proposed the establishment of escrow mechanisms, which would allow third-party certification of eligibility for incentives, ensuring timely payments. This initiative is intended to build trust among investors and encourage more significant investments in the country.

Furthermore, Goyal called for a collaborative effort between the central and state governments to streamline processes and improve the business environment. He stressed the importance of simplifying labor laws, shop and establishment regulations, and environmental laws to attract more investment. The minister underscored that sustainability, quality, and ease of doing business are critical factors for the growth of the manufacturing sector.

To enhance investor confidence, Goyal emphasized the need for better law enforcement, timely approvals, and minimal physical interactions between investors and government officials. He believes that these measures will create a more conducive environment for business operations. By fostering a collaborative atmosphere between various levels of government and the private sector, Goyal aims to promote industrial growth and ensure that India remains competitive in the global market. The minister’s comprehensive approach reflects the government’s commitment to supporting domestic industries while ensuring that consumers benefit from high-quality products.
