RBI’s Real-Time Cheque Clearance System Faces Customer Complaints Over Delays and Staff Training Issues

India’s newly launched real-time cheque clearance system, initiated by the Reserve Bank of India (RBI), is encountering significant challenges shortly after its rollout. Customers have reported delays in cheque processing as bank staff grapple with the new procedures, compounded by technical issues. The system, designed to facilitate faster payments, aims to replace the traditional batch processing method, but early feedback indicates that it may take time to iron out the initial problems.

Challenges in Implementation

The first phase of the continuous clearing and settlement process under the cheque truncation system commenced on October 4. Under this new system, cheques deposited between 10 am and 4 pm are scanned and sent for instant clearing. Banks are required to settle transactions every hour starting at 11 am, with a deadline for confirmation set at 7 pm. If no response is received by that time, the cheque is automatically approved. This new approach is intended to expedite the clearance process, which previously took one to two business days. However, many banks are currently facing issues such as poor cheque image quality and inconsistent scanning, leading to delays and rejections of cheques.

A senior official from a public sector bank acknowledged that the system is still in its infancy and that the initial problems are expected to be resolved over time. However, the transition has not been smooth, with reports of staff being inadequately trained to handle the new processes. This lack of training has resulted in errors during cheque scanning and transmission, further complicating the clearing process.

Technical Glitches and Delays

Technical difficulties have also plagued the new system. Bank officials have noted issues with system integration, which have affected the readability of scanned cheques. Certain numbers and quotes are not being captured correctly, necessitating manual intervention to rectify the errors. This has led to delays in cheque clearance, as staff must physically review and reprocess cheques that fail to clear automatically.

One executive from a Mumbai-based non-banking financial company (NBFC) highlighted the impact of these delays on their operations. They reported that a batch of cheques worth approximately Rs 20 crore presented on a Saturday had not been credited to their account, despite the amounts being debited from customers’ accounts. The lack of clarity from their bank regarding the status of these funds has added to their frustration.

Customer Frustration and Social Media Outcry

As delays continue, customer frustration is mounting. Many individuals have taken to social media platforms to express their dissatisfaction with the new cheque clearance system. One company, Travelnetic System LLP, voiced their concerns on X, stating that despite the RBI’s mandate for same-day cheque clearance, they are still experiencing significant delays, with some cheques remaining uncleared for days.

In response to these challenges, the RBI has extended cheque clearing hours until 11 pm on Wednesdays, allowing banks additional time to process transactions. This move aims to alleviate some of the pressure on banks as they adapt to the new system. However, the overall impact of these ongoing issues has been somewhat mitigated by the increasing reliance on digital payment methods, such as NEFT, RTGS, and UPI, which have become more popular among both corporate and retail customers.

Looking Ahead

Despite the current challenges, bankers remain optimistic about the future of the new cheque clearance system. They believe that the delays are typical of any new implementation and expect that operations will stabilize within a week or two. The RBI’s data indicates a decline in cheque clearing volumes since 2020, suggesting that many customers have shifted to online payment methods. As the banking sector continues to adapt, it remains to be seen how quickly these initial teething problems can be resolved and whether the new system will ultimately deliver on its promise of faster and more efficient cheque processing.
