UN Urges Urgent Action on Nuclear Disarmament

As the Disarmament Commission convenes for its 2025 session, a senior United Nations official has called for immediate action to strengthen international disarmament efforts. Izumi Nakamitsu, the High Representative for Disarmament Affairs, highlighted the alarming rise in the risk of nuclear weapon use, stating that the world is at a critical juncture reminiscent of the Cold War. The Commission aims to foster consensus and develop strategies to address these pressing security concerns.
High Stakes for Global Security
Izumi Nakamitsu emphasized the urgent need for renewed commitment to disarmament during the opening of the Disarmament Commission. She pointed out that the current risk of nuclear weapon use is unprecedented since the Cold War, with existing preventive mechanisms becoming increasingly fragile. โIt is remarkable that we have so quickly forgotten the lessons of the Cold War,โ she remarked, underscoring the importance of the Commission as a platform for dialogue among member states. The Commission serves as a forum for in-depth discussions on disarmament issues, focusing on recommendations to reduce and eliminate weapons, particularly weapons of mass destruction.
Over the years, the Disarmament Commission has established numerous consensus principles and guidelines, including the creation of nuclear-weapon-free zones and confidence-building measures in conventional arms. Most recently, in 2023, the Commission reached a consensus on recommendations for enhancing transparency and confidence in outer space activities. Nakamitsu’s call to action comes amid growing concerns about the increasing role of nuclear weapons in military strategies, which she warns could lead to a dangerous departure from established disarmament norms.
Global Nuclear Stockpiles: A Historical Perspective
According to Nakamitsu, international treaties have significantly reduced the global nuclear stockpile from over 70,000 warheads in 1986 to approximately 12,000 today. This reduction highlights the potential for successful disarmament efforts, but also underscores the need for continued vigilance and action. The Disarmament Commission meets annually to focus on two key agenda items, allowing for substantive discussions in both plenary sessions and working groups. This year, the Commission is concentrating on nuclear disarmament and non-proliferation, as well as the implications of emerging technologies for international security.
Nakamitsu urged the Commission to reaffirm the significance of existing disarmament frameworks, particularly multilateral treaties like the Treaty on the Non-Proliferation of Nuclear Weapons. She called for innovative and practical approaches to bridge geopolitical divides and advance nuclear disarmament. The High Representative stressed that while the elimination of nuclear weapons is a long-term goal, immediate steps are essential to prevent further escalation of tensions.
Technological Advances and Warfare: A Double-Edged Sword
In her address, Nakamitsu also highlighted the rapid advancements in artificial intelligence, quantum computing, and space-based technologies. While these innovations hold great promise for humanity, they also pose significant risks by reshaping warfare in unsettling ways. She cautioned that governance mechanisms have not kept pace with these technological changes, making this yearโs discussions vital for establishing a framework for future negotiations.
The Disarmament Commission, which runs until April 25, has elected Josรฉ Pereira from Paraguay as Chair, alongside Vice-Chairs from Nigeria, Egypt, and Germany. Additionally, working group chairs from Georgia and El Salvador have been appointed. As the Commission embarks on its critical discussions, the focus remains on ensuring that advancements in technology benefit humanity rather than exacerbate conflict.
