Under India’s leadership as Chair of BRICS for 2026, the National Disaster Management Authority (NDMA) hosted the BRICS Ministerial Meeting on Disaster Risk Reduction (DRR) in New Delhi on July 24, 2026. During the meeting, Shri Nityanand Rai elaborated on the evolution of BRICS cooperation, referencing past declarations such as the Udaipur Declaration (2016) and the Kazan Declaration (2024), and highlighting the formation of the BRICS Disaster Risk Reduction Group (DRRG). He asserted that these developments reflect a growing acknowledgment of the importance of disaster risk reduction in achieving sustainable development, climate resilience, and ensuring human security. Under India’s BRICS Chairship, the theme of ‘Building for Resilience, Innovation, Cooperation and Sustainability’ has been adopted, with appreciation extended to Brazil for elevating the DRR Group to ministerial status.

The Minister highlighted India’s proactive role in disaster risk reduction, driven by Prime Minister Shri Narendra Modi’s Ten-Point Agenda on the matter. He outlined five strategic priorities set by India during its chairmanship, aimed at bolstering the BRICS DRR Work Plan (2025-2028). These priorities call for enhanced cooperation in areas such as science and technology, early warning systems, resilient infrastructure, nature-based solutions, and building community resilience, all integral for embedding disaster risk reduction in sustainable development plans.
Innovative Discussions on Resilience
The Ministerial Meeting featured a High-Level Policy Dialogue focusing on ‘Advancing Climate-Smart and Disaster-Resilient Infrastructure Systems,’ where participants discussed the significance of resilient infrastructure, innovative funding mechanisms, emerging technologies, and international partnerships in tackling rising disaster and climate risks.
Pathways for Effective Implementation
Furthermore, a Ministerial Roundtable on ‘Accelerating Implementation of the BRICS Disaster Risk Reduction Work Plan (2025-2028)’ provided a platform for member countries to share experiences and identify actionable strategies to bolster institutional cooperation, enhance capacity building, promote knowledge exchange, and implement prioritized actions more efficiently.
New Initiatives Launched
As part of its initiatives under BRICS Chairship, six flagship knowledge products were introduced, designed to support evidence-based policy-making, strengthen institutions, enhance capacity building, and further the practical application of disaster risk reduction strategies across BRICS nations.
Future Directions
The ministers concluded the meeting by stressing the need for practical cooperation, advocating for regular technical exchanges, joint projects, simulation exercises, and thematic workstreams. This approach aims to foster knowledge sharing and innovation, leading to measurable outcomes in building disaster resilience.
