Surge in Fake RTO E-Challan Scams Prompts Cyber Police Alert

A recent spike in cyber fraud cases involving fake Regional Transport Office (RTO) e-challans has raised alarms among residents in Pune and Pimpri-Chinchwad. Victims have reported losing significant sums of money after falling prey to malicious links sent to their mobile devices. Cyber police are warning the public that scammers are increasingly leveraging the familiarity of digital traffic fines to exploit unsuspecting individuals and access their bank accounts.

Understanding the Scam’s Mechanism

Investigations into the fraudulent activities have revealed that many victims received messages containing an APK file labeled something like “RTO Traffic Challan.apk” via WhatsApp. These messages typically claim to provide details about pending traffic fines. Once the unsuspecting user installs the file, malware is activated, granting the attackers extensive access to the phone, including personal data, contacts, and financial applications.

Once the scammers gain control of the device, they often hijack WhatsApp accounts to spread the malicious file to the victim’s contacts, facilitating the rapid dissemination of the scam. In more advanced cases, they may request a new e-SIM, change registered mobile numbers and email addresses, and initiate unauthorized transactions through internet banking. This method not only targets the initial victim but also poses a risk to their friends and family.

Recent Incidents in Pune and Pimpri-Chinchwad

Several alarming incidents have been reported in Pune and Pimpri-Chinchwad. For instance, a resident from Pune’s Sinhagad Road area received a WhatsApp message on December 5, claiming he had unpaid traffic fines. Following this, he received a phone call from someone impersonating an RTO official. Trusting the communication, he followed the instructions provided and ultimately lost ₹5 lakh.

In another case from Chinchwad, a 45-year-old man downloaded a similar APK file after receiving a traffic challan alert. Shortly thereafter, he lost access to his phone, and ₹2.49 lakh was withdrawn from his bank account. Cyber police have observed a troubling trend, noting that many of these fraudulent messages are sent late on Fridays or during public holidays. Senior Police Inspector Ravikiran Nale of the Pimpri-Chinchwad Cyber Police Station explained that fraudsters often target individuals during weekends and holidays when it is more challenging to block transactions or obtain immediate bank support.

Staying Safe from E-Challan Scams

In light of these incidents, police and transport officials are urging citizens to exercise caution and adhere to basic digital safety practices. Users should refrain from downloading APK files received via WhatsApp or SMS, as government departments do not send application files directly. To verify traffic challans, individuals should only use official platforms such as the Parivahan e-Challan website or contact the traffic police or RTO directly.

Additionally, people are advised to avoid clicking on links or opening attachments from unknown numbers. If a suspicious file has already been downloaded, experts recommend immediately turning off mobile data and Wi-Fi, uninstalling the app, and considering a factory reset of the device. Cyber police have also encouraged residents to report any suspicious messages promptly to the cyber crime helpline or their nearest cyber police station, emphasizing that swift reporting can help prevent further losses and disrupt fraud networks.
