NHRC Issues Urgent Advisory on Women’s Safety at Work and Public Spaces

The National Human Rights Commission (NHRC) of India has launched a crucial Advisory addressing ‘Women’s Safety at Work and Public Spaces,’ aimed at key government officials across ten Union Ministries, the Railway Board, and all State and Union Territory Administrators. This initiative underscores a growing recognition of the challenges women face in both workplaces and public entities despite existing legal frameworks.

Current statistics paint a concerning picture: women make up only 34.6% of the labor force as of September 2026, according to the Periodic Labour Force Participation Survey. Moreover, the latest report from the National Crime Records Bureau (NCRB) indicates that nearly 440,000 crimes against women were reported in the same year. These figures highlight the urgent need for improved safety measures and systemic reforms to protect women’s rights and well-being.

Recognizing women’s safety as a constitutional right is at the forefront of the NHRC’s mission. The Advisory emphasizes that secure environments are essential for women to engage fully in the workforce and to achieve their personal and professional aspirations.

Key Areas of Focus

The NHRC’s Advisory outlines eight critical areas that demand immediate attention. Among them are initiatives to raise public awareness regarding women’s safety and sexual harassment, enhancements in infrastructure to support women’s safety, and the promotion of bystander intervention. The role of law enforcement and survivor support mechanisms are also highlighted, along with the pressing issue of cybercrime against women.

In addition, the Advisory calls for long-term reforms and strategic measures that must be implemented by the government to create safer environments for women. The NHRC is urging responsible authorities to adhere to the recommendations and submit an Action Taken Report (ATR) within two months, detailing the progress made on these initiatives.

The Union Ministries involved include Women and Child Development, Education, Home Affairs, Information and Broadcasting, Labour and Employment, Corporate Affairs, Road Transport and Highways, Housing and Urban Affairs, and Health and Family Welfare. This collaborative approach reflects a comprehensive strategy to enhance women’s safety across various sectors.

The full details of the Advisory can be accessed directly through the NHRC’s official channels. The time for action is now, and the NHRC is committed to ensuring that the rights and safety of women are prioritized in India’s broader socio-economic landscape.
