Revolutionizing Urban Governance: A Call for Reform in India
Shri Rajiv Gauba, a member of NITI Aayog, called for urgent reforms in urban governance during his address at the valedictory session of the 2nd National Urban Conclave. He emphasized the importance of these reforms in achieving the vision of a developed India by 2047. Gauba highlighted the rapid demographic and urban transitions that India is experiencing, which necessitate a significant shift in planning, financing, and governance of urban areas.
India’s Urban Future
By 2050, nearly half of India’s population is projected to inhabit cities, swelling from 50 crore to about 85 crore. This rapid urbanization presents numerous challenges, particularly in delivering essential infrastructure, housing, and basic services. Gauba stressed that a revolutionary approach to city planning is essential to meet the burgeoning demands of this urban population.
The Need for Empowered City Governments
Describing cities as vital engines of economic growth that attract talent and investment, Gauba noted that despite India’s rich history of planned urban development, cities have suffered from neglect in recent decades. Since 2014, initiatives such as Smart Cities, AMRUT, and the Pradhan Mantri Awas Yojana have been launched, with a tenfold increase in the budgetary allocation for urban development and substantial investments in transportation infrastructure.
Innovative Funding and Governance Models
Gauba introduced NITI Aayog’s Growth Hub initiative, which includes a ₹1 lakh crore Urban Challenge Fund aimed at transforming cities into growth centers. He highlighted the need for empowered local governance to enhance service delivery and citizen engagement. Among his recommendations was the introduction of directly elected mayors with five-year terms and the formation of councils to ensure that local governments can respond adequately to community needs.
Enhancing Municipal Revenue Streams
Addressing the issue of low municipal revenues, Gauba called for better collection of property taxes and user charges. He noted that while grants from the Central Finance Commission to urban local bodies have increased significantly, states must also channel more funds to strengthen municipal finances in alignment with the 74th Amendment.
Urban Planning Reforms
Gauba underlined the necessity to reform urban planning by revisiting outdated regulations that restrict land use and inflate housing costs. He advocated for mixed-use zoning and development around transit hubs to foster affordable housing solutions for diverse groups, including migrant workers and students. Adopting the Model Tenancy Act was another step he urged states to take to improve rental housing availability.
A Vision for the Future
Concluding his address, Gauba implored state governments to embrace these reforms by updating municipal legislation and aligning them with ongoing urban missions. He reiterated that empowering city governments is critical to unlocking India’s urban potential and realizing the broader vision of developed states and a prosperous Bharat.
