India Transforms Startup Ecosystem with Groundbreaking Reforms

The Department for Promotion of Industry and Internal Trade (DPIIT) is championing a significant evolution in India’s regulatory framework, shifting from a permission-based approach to a more trust-based system. This transformation includes vital reforms that collectively ease the regulatory burden on businesses, resulting in enhanced opportunities for entry, employment, investment, and digital services throughout the nation.

DPIIT has officially recognized an impressive 250,046 startups, which have collectively generated over 2.54 million jobs across more than 770 districts and 56 industries. Notably, 52% of these startups hail from non-metro cities, and almost half of them have at least one woman director. Encouragingly, the number of annual recognitions for startups has risen from 34,200 in the fiscal year 2023-24 to 36,440 in 2024-25.

Support for Startups through Funding Initiatives

In conjunction with the Startup India Seed Fund Scheme, an astounding ₹775.67 crore has been allocated for 4,194 startups across 32 states and Union Territories via 244 incubators. Among these, 2,147 startups are led by women, and 2,356 are from Tier-II and Tier-III cities. Additionally, the Fund of Funds for Startups has seen SIDBI commit ₹12,623 crore to 166 Alternative Investment Funds (AIFs), which have collectively invested ₹28,254 crore in 1,475 startups.

The Credit Guarantee Scheme for Startups has provided guarantees for 532 loans totaling ₹1,662.71 crore, facilitating employment for 41,637 individuals. Moreover, the guarantee per borrower has been increased from ₹10 crore to ₹20 crore, with a reduced annual fee of just 1% for 27 champion sectors.

Regulatory Reforms Driving Growth

To streamline operations further, DPIIT has enacted 63 regulatory reforms, which include the abolition of angel tax and the amendment of long-term capital gains taxation for both listed and unlisted shares. The framework now allows investments by insurance companies, EPFO, superannuation, and gratuity funds in AIFs, granting eligibility certificates to 4,467 startups under Section 80-IAC.

Startups have benefited from relaxed requirements regarding prior experience, turnover, and Earnest Money Deposit (EMD), resulting in registrations on the Government e-Marketplace (GeM) skyrocketing from 7,929 in January 2021 to an impressive 43,260 by now. These startups have secured orders worth ₹68,105 crore, facilitating the transaction of over 623,000 orders to public buyers.

Streamlining Compliance and Foreign Investments

Under the Jan Vishwas Acts, 900 provisions of Central laws have been decriminalized, significantly reducing compliance complexities. Across Central Ministries and States/UTs, a total of 47,957 compliance regulations have been either digitized, simplified, or abolished altogether.

Foreign direct investment in India has seen a remarkable upsurge, bolstered by the automatic route now available for 17 sectors. The defence sector, in particular, witnessed an increased FDI limit, which has risen from 49% to 74% for new industrial licenses, reflecting a burgeoning investor confidence. Since FY 2014-15, India has accumulated USD 843 billion in FDI, marking a substantial 169% increase compared to the previous period.

Innovative Platforms for Business Operations

The National Single Window System (NSWS) has emerged as a pivotal tool, having processed over 15.49 lakh applications and facilitated more than 8.5 lakh approvals across both central and state services. The platform is set to ease approval processes through features like the Know Your Approvals (KYA) module, ensuring that businesses can quickly identify applicable regulatory requirements.

These sweeping reforms signal a commitment to fostering an entrepreneurial ecosystem that promotes transparency, minimizes bureaucratic hurdles, and enhances the ease of doing business in India, paving the way for future growth and innovation.
