New Toll Rules for Partially Operational National Expressways

The Government of India has announced a significant amendment to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, particularly benefiting users of National Expressways that are not fully operational. This change will allow for a reduction in toll fees for travelers using completed sections of these expressways, effective from February 15, 2026.

Currently, users of National Expressways are charged a toll fee that is 25% higher than that of standard National Highways, even if the expressway is not opened from end to end. This fee is justified by the promise of faster, seamless travel experiences thanks to the access-controlled nature of expressways. However, recognizing that many expressways are only partially finished, the new rules will adjust toll charges accordingly.

Details of the Amendment

According to the new provision, users will now be charged fees based on the specific completed length of the National Expressway, and these charges will align with the rates applicable for National Highways. This modification aims to incentivize travelers to utilize the opened stretches of expressways. By doing so, the government hopes to alleviate congestion on existing National Highway routes running parallel to the expressways, ultimately enabling quicker logistics and passenger movement.

Impact and Implementation

This amendment not only aims to ease the financial burden on expressway users but also focuses on environmental benefits. By encouraging the use of expressways, the government intends to reduce pollution stemming from traffic congestion on older highway routes. The amended rules will remain in effect for one year starting on the effective date or until the expressway is fully operational, whichever comes first.
