India-UK Trade Agreement: Government Issues Guidelines for Goods’ Origin Determination

With the India-UK trade pact set to take effect in just 10 days, the finance ministry has issued new rules regarding the origin of goods eligible for benefits under the Comprehensive Economic and Trade Agreement (CETA). The agreement is scheduled to come into force on July 15, 2026. The Central Board of Indirect Taxes and Customs (CBIC) has outlined the criteria for determining the origin of goods that can claim tariff benefits under this agreement.
To qualify for duty concessions, exporters must present a certificate of origin, which verifies the manufacturing location of a product. This measure is designed to prevent goods from third countries from improperly accessing the preferential tariff benefits provided by the India-UK trade pact. The CBIC has also stated that authorized entities in both India and the UK will be permitted to issue these certificates in their respective countries.
Once implemented, CETA will allow duty-free access for 99% of India’s exports to the UK, encompassing nearly the entire export basket. The agreement is anticipated to create new opportunities in labor-intensive sectors such as textiles, marine products, leather, footwear, sports goods, toys, and gems and jewellery. Additionally, fast-growing industries, including engineering goods, auto components, and organic chemicals, are expected to benefit significantly.
Trade between India and the UK reached $25.12 billion in the fiscal year 2025-26, reflecting an 8.62% increase from $23.13 billion in 2024-25. During this period, India’s exports amounted to $13.44 billion, while imports were $11.68 billion, resulting in a trade surplus of $1.76 billion. Rajat Mohan, managing partner at AMRG Global, emphasized that the notification on the Rules of Origin is a crucial step toward implementing the agreement effectively. He noted that while the agreement offers substantial tariff advantages, these benefits will only apply to goods that meet the specified origin criteria.
