India Set to Import 10 Lakh Tonnes of Sugar for the First Time in a Decade

NEW DELHI: The Indian government has authorized the import of 10 lakh tonnes of raw sugar, marking the first such approval in a decade. This decision comes in response to a projected decline of at least 20% in the opening stock of sugar, which is expected to be between 35 to 40 lakh tonnes, down from 50 lakh tonnes at the start of October 2025.

The food ministry has also implemented new regulations limiting bulk consumers, such as confectioners and food processing industries, from holding sugar inventories for more than 15 days. This rule will be in effect from September to November. For example, a business using 12 tonnes of sugar monthly can only maintain a stock of six tonnes at any given time.

Production Decline and Consumption Estimates

The anticipated low opening stock is attributed to a significant drop in sugar production, which is projected at 296 lakh tonnes, the lowest since the 2019-20 season. The sugar industry estimates production for the next crop year at 324 lakh tonnes. Despite these figures, industry representatives assert that there is no shortage of sugar in the country, with sufficient stocks to meet domestic demand until new supplies arrive in November and December.

India’s annual sugar consumption stands at approximately 280 lakh tonnes. The third advance estimate for sugar production in the 2025-26 season, released in February, projected net production at 290 lakh tonnes, excluding 31 lakh tonnes earmarked for ethanol. The final production figures for the current season are expected to be published next month.

Rising Retail Prices and Government Measures

The government’s actions come amid rising retail sugar prices, which averaged Rs 52.3 per kg on Tuesday, reflecting a 13% increase compared to the previous year. Retail prices surged over 9% in July. To combat hoarding and speculative trading, the government imposed stock holding limits on sugar dealers from August to November and mandated weekly updates on their stock levels.

The Indian Sugar & Bio-Energy Manufacturers Association stated that the government’s decision to allow sugar imports sends a clear message against speculative price increases. They characterized the import approval as a precautionary measure aimed at ensuring market stability during the peak festival months, rather than a direct response to a supply shortage.
