Government Addresses EPS Fund Deficit: Will Minimum Rs 1,000 Pension Remain Unaffected?

Subscribers of the Employees’ Pension Scheme (EPS-95) are facing disappointment as the Labour Ministry has confirmed that there will be no immediate increase in the minimum and maximum pension amounts. The announcement, made in the Lok Sabha, reveals that the EPS fund is currently experiencing an actuarial deficit, limiting the government’s ability to enhance pension benefits. Minister of State for Labour and Employment, Shobha Karandlaje, provided this update in response to a parliamentary inquiry regarding potential pension hikes.

Current Financial Status of EPS-95

The EPS-95 scheme, which is designed to provide pension benefits to employees, is currently under financial strain. According to Minister Karandlaje, the fund’s valuation as of March 31, 2019, indicated a significant actuarial deficit. This means that the scheme is not generating sufficient returns to cover its existing obligations. The minister explained that the EPS fund is structured as a “defined contribution-defined benefit” arrangement, where the corpus is built from employer contributions of 8.33% of wages and additional budgetary support from the central government at 1.16% of wages, capped at Rs 15,000 per month.

Karandlaje emphasized that all benefits are derived from these contributions, and the fund undergoes annual valuations to assess its financial health. The persistent deficit suggests that any increase in pension amounts is unlikely in the near future, as the government must prioritize the fund’s sustainability.

Concerns Raised by EPS Pensioners

During the Lok Sabha session, MP Balya Mama Suresh Gopinath Mhatre raised several pressing concerns on behalf of EPS-95 pensioners. He highlighted issues such as the lack of a Dearness Allowance, the inadequacy of the current pension amount, and the government’s response to various representations made by pensioners’ organizations. In her response, Minister Karandlaje reiterated that the government is currently providing a minimum pension of Rs 1,000 per month, supplemented by budgetary support.

She acknowledged the ongoing financial pressures on the EPS fund and assured that the government remains committed to maximizing benefits for workers under the EPS-95 scheme. However, she cautioned that any enhancements to the pension scheme must consider the fund’s health and future liabilities, indicating that pensioners’ demands for higher payouts may not be met soon.

Benefits Offered by EPS-95

Despite the financial challenges, the EPS-95 scheme continues to offer a range of social security benefits to its members and their families. These benefits include a pension upon reaching the age of 58, early pension options starting at age 50, and disability pensions for those unable to work due to health issues. Additionally, the scheme provides pensions for widows and widowers, children’s pensions for dependents up to 25 years old, and orphan pensions for children in the absence of a spouse.

Other benefits include lifelong pensions for disabled children or orphans, nominee pensions for members without family, and pensions for dependent parents. Furthermore, members who do not qualify for a pension can receive withdrawal benefits. While the scheme aims to provide comprehensive support, the current financial constraints may hinder any future enhancements to these benefits.

Future Outlook for EPS-95 Subscribers

The recent statements from the Labour Ministry suggest a challenging outlook for EPS-95 subscribers seeking increased pension amounts. With the fund’s ongoing actuarial deficit and the need for continuous government support, the possibility of raising the minimum pension from Rs 1,000 to Rs 7,500 per month appears remote. As the government navigates these financial challenges, it remains to be seen how it will address the concerns of pensioners while ensuring the long-term viability of the EPS-95 scheme. For now, subscribers must contend with the existing pension structure, as their calls for reform remain unanswered.
