Punjab’s Power Crisis: Government Confirms Coal Supply is Adequate
Recent reports have painted a bleak picture of Punjab’s power scenario, linking the ongoing crisis to reduced energy output from thermal power plants. However, the Ministry of Coal has stepped in to clarify that the situation is not as dire as suggested. They assert that sufficient coal supplies are being provided to power plants in Punjab and that Coal India Limited (CIL) is focused on ensuring a steady flow of coal to support electricity generation across the region.
Coal Movement Initiatives by the Central Government
The Central Government has initiated measures to enhance coal transportation to Independent Power Plants (IPPs) operating in Punjab. This includes facilitating coal movement from the Punjab State Power Corporation Limited’s (PSPCL) captive mines. Notably, coal from the Pachhwara Central Coal Mine is now available to non-PSPCL owned IPPs like Nabha Power Limited and Talwandi Sabo Power Limited, provided certain conditions are met.
Current Supply Status and Utilization
CIL reports indicate that the supply of coal is keeping pace with the demand of major IPPs. Over the past few days, coal supply has exceeded average daily consumption for both Nabha Power Limited (4.3 rakes/day consumption with 5 rakes supply) and Talwandi Sabo Power Limited (3.8 rakes/day consumption with 5 rakes supply). The positive trend continues, with an average supply of 4.9 rakes/day to NPL and 4.1 rakes/day to TSPL as of September 2026, well above their average consumption rates.
PSPCL’s Production and Stock Status
Despite the adequate stock of coal at PSPCL’s thermal plants, concerns linger about low generation capacity. The Plant Load Factor (PLF) for these facilities in early September was approximately 59%, prompting questions about the performance of these plants. This figure indicates that the existing coal stock is not the bottleneck; in fact, coal reserves at PSPCL’s facilities are reported at 114% of the normative requirement.
Challenges at Independent Power Plants
Breakdowns at IPP plants have been highlighted as additional concerns that may hinder energy generation. The Punjab government is encouraged to monitor these plants closely to optimize power output. Furthermore, while CIL has offered additional coal supplies, the response from IPPs regarding booking and lifting these offers has been below expectations. This includes considerable unutilized quantities of coal that have been made available by CIL’s subsidiaries.
The Path Forward for Punjab’s Power Supply
In light of the challenges, the Ministry of Coal emphasizes that timely lifting of available coal at IPPs and better utilization of resources from PSPCL’s mines are crucial for ensuring a reliable power supply in Punjab. The commitment from both the Ministry of Coal and CIL remains strong as they address these challenges, aiming to stabilize Punjab’s power generation landscape.
