Empowering Local Communities: Workshop Enhances Water Management Skills
The Department of Drinking Water and Sanitation (DDWS) under the Ministry of Jal Shakti held a pivotal workshop titled “Multi-Stakeholder Consultation on Capacity Building under Jal Jeevan Mission (JJM) 2.0 for GPs, VWSCs and Sujalam Shakti Groups.” This event gathered various representatives from States and Union Territories, Rural WASH partners, training institutions, and other key players to collaboratively assess and discuss the capacity-building modules tailored for field level functionaries, including leaders from Gram Panchayats.
The workshop aimed to fortify the content, teaching methods, and practical applications of these training modules, drawing from experiences and challenges encountered in different regions. This collaborative effort is set to enhance the finalization and effective implementation of JJM 2.0.
Focus on Sustainable Water Services
Shri Kamal Kishore Soan, the Additional Secretary and Mission Director of the National Jal Jeevan Mission, opened the workshop by emphasizing the critical importance of capacity building in ensuring the sustainability of rural drinking water services. He indicated that effective management of water supply systems goes beyond mere infrastructure; it also requires empowering Gram Panchayats and local stakeholders with essential knowledge, skills, and institutional support.
Soan highlighted that well-defined roles and community participation are vital to securing regular, safe, and reliable drinking water for rural households. He encouraged participants to craft simple, practical training modules that are rooted in the realities of village life, enabling stakeholders to apply their learnings in everyday actions.
Key Insights from the Workshop
Smt. Swati Meena Naik, Joint Secretary, provided a framework for the workshop’s objectives, stressing that success in water supply systems is reliant not just on infrastructure but also on the competencies of local institutions and communities. She advocated for practical training focused on crucial service delivery components such as sustainability, water quality, operation and maintenance, and community participation.
Naik also addressed the vision of digital transformation within JJM 2.0, underscoring the need for a connected digital ecosystem that aids in task management and accountability. Digital tools are essential for strengthening service management and enabling informed decision-making at all organizational levels.
Collaborative Efforts for a Stronger Future
During the workshop, participants were introduced to eight training and capacity-building modules crafted by the National Jal Jeevan Mission. A focal point of the event was a group-based consultation exercise, where attendees assessed the modules’ relevance, feasibility, and potential for scaling. They worked together to identify essential capacity-building needs and put forth recommendations for advancing the training frameworks under JJM 2.0.
The workshop concluded on a note of shared commitment among attendees to bolster capacity-building methods and develop a robust framework that aligns with the aims of JJM 2.0. The feedback and recommendations generated from this consultation are expected to enhance the training modules and improve implementation capabilities across various States and Union Territories.
