US-Canada Tariff Dispute Calms as Trump Suspends 50% Levies Following Last-Minute Agreement
The United States and Canada have reached a last-minute agreement to delay President Donald Trump’s proposed 50 percent tariffs on $20 billion worth of Canadian imports. The tariffs were set to take effect at 12:01 AM but were paused after both countries engaged in urgent negotiations. Trump announced the temporary halt on social media, describing it as a “DEAL” pending final documentation.
Trump’s announcement indicated that the tariffs would be paused for three days, allowing time for further discussions. He also mentioned the potential revival of the Keystone XL Pipeline, which had been previously halted. The tariffs would have impacted approximately 5 percent of Canadian exports to the U.S., affecting a range of products from hockey sticks to tongue depressors. Canada had warned of retaliatory measures, raising concerns about escalating tensions between the two nations.
The ongoing trade dispute occurs against a backdrop of strained U.S.-Canada relations under Trump, who has previously suggested making Canada the 51st U.S. state. In 2022, the two countries exchanged around $880 billion in goods and services, with nearly 330,000 people and $2 billion worth of goods crossing the border daily. Canada is particularly vulnerable to trade disruptions, as nearly 72 percent of its goods exports were sent to the U.S. last year.
What was at stake
Trump invoked Section 338 of the U.S. Tariff Act of 1930 to impose the tariffs, accusing Canada of unfairly discriminating against U.S. exports, including automobiles, alcohol, and cheese. This provision has never been used before.
The U.S. has also been pressing Canada for increased purchases of U.S. military equipment and participation in its missile defense system, alongside access to critical minerals. Canada, in turn, is seeking relief from existing U.S. tariffs on steel, aluminum, and softwood lumber. These negotiations are taking place concurrently with discussions regarding the U.S.-Mexico-Canada Agreement, which governs trade among the three countries.
