Union Minister Calls for Worker-Centric Global Order at BRICS Summit

In an inspiring opening to the 15th BRICS Trade Union Forum Summit 2026 in Hyderabad, Union Minister for Labour & Employment Dr. Mansukh Mandaviya emphasized the need for a global work environment focused on workers’ rights. He highlighted the importance of integrating technological advancements with principles of social justice and human dignity. The summit, attended by delegates from BRICS nations, aims to promote inclusive and equitable employment policies.

Dr. Mandaviya introduced India’s BRICS Presidency theme, “Building for Resilience, Innovation, Cooperation and Sustainability,” which illustrates the nation’s dedication to ensuring that the transformation of labor markets supports the well-being of all workers. He extended a warm welcome to the diverse group of representatives participating in the summit, noting the pivotal role trade unions play in advocating for workers’ interests and fostering a harmonious industrial landscape.

Highlighting substantial reforms within India’s labor framework, the Minister pointed to the introduction of Four Labour Codes, which simplify 29 existing labor laws while reinforcing protections for workers. These reforms establish universal minimum wages, enforce the issuance of appointment letters, and enhance occupational safety standards, marking a significant advancement in the recognition of gig and platform workers.

As part of India’s commitment to progressive labor governance, Dr. Mandaviya shared how digital innovations have reshaped labor management. The e-Shram portal has successfully registered over 317 million unorganized workers, giving them access to crucial welfare initiatives. Furthermore, through the National Career Service Portal, job seekers are now seamlessly connected with potential employers, career centers, and training programs across the country.

In discussing social security, the Minister elaborated that the Employees’ Provident Fund Organisation (EPFO) is among the world’s largest, currently serving over 80 million active members. The Employees’ State Insurance Corporation (ESIC) also supports more than 150 million insured individuals and their families, with ongoing reforms aimed at broadening coverage and improving service delivery.

Dr. Mandaviya revealed that social protection coverage in India surged from just 19 percent in 2015 to approximately 64.3 percent in 2025, encompassing nearly 940 million individuals. Preliminary data for 2026 suggest this number has likely surpassed one billion. He also mentioned that around 170 million new job opportunities were created over the last decade, bolstered by the initiative of the Pradhan Mantri Viksit Bharat Rozgar Yojana, which aims to generate 35 million formal jobs in the coming years.

The Minister underscored that India’s labor governance approach is based on a tripartite dialogue model involving the Government, employers, and trade unions. This collaborative framework is vital for ensuring that labor policies reflect the needs and aspirations of all stakeholders.

As the summit progresses, representatives from various BRICS countries, including Brazil, Russia, China, South Africa, and the ILO, will collaborate on significant themes. Important discussions will revolve around universal social security, skill development, and the future of work, particularly for women. Dr. Mandaviya expressed optimism that the forum’s outcomes will greatly inform the forthcoming BRICS Labour and Employment Ministers’ Meeting.

Chairman of the BRICS Trade Union Forum Summit 2026, Shri Sunkari Mallesham, reiterated the summit’s purpose: to strengthen cooperation among BRICS nations to enhance worker welfare and promote inclusive development. With over 50 international delegates and 70 representatives from Indian trade unions and labor experts, the three-day event is poised for impactful discussions.
