New Study to Address Low Gram Sabha Participation in India

On June 30, 2026, New Delhi will witness the unveiling of the National Study Report titled “Low Participation in Gram Sabha across States and Union Territories.” The event will be spearheaded by Dr. R. Balasubramaniam, a member of NITI Aayog, alongside Shri Vivek Bharadwaj, Secretary of the Ministry of Panchayati Raj. This launch will also feature other high-ranking government officials, academicians, researchers, and stakeholders associated with the Panchayati Raj system.

This comprehensive report, crafted by the National Institute of Rural Development and Panchayati Raj (NIRD&PR) for the Ministry of Panchayati Raj, is the result of thorough field research involving approximately 7,790 respondents across around 400 Gram Panchayats in 26 states and union territories. The research focuses on various dimensions affecting participation in Gram Sabhas, including awareness levels, communication channels, inclusiveness, institutional responsiveness, governance practices, infrastructure availability, and public perceptions.

The primary objective of the report is to uncover the factors influencing citizen participation in Gram Sabhas while proposing actionable strategies to strengthen participatory democracy and grassroots governance. By delivering evidence-based recommendations, the report aims to enhance policy formulation, bolster institutional capacities, and promote greater citizen engagement in local governance.

The Gram Sabha, as envisioned in Article 243A of the Indian Constitution, serves as the backbone of local governance, fostering community engagement at the grassroots level. This national study seeks to illuminate the barriers to citizen involvement in these assemblies and provide insights on how to create more vibrant, inclusive, and accountable Panchayati Raj institutions in rural India.

The report’s findings are expected to play a critical role in enhancing the democratic process within local governance, ultimately aiming to empower citizens by increasing their participation in decision-making processes that directly impact their communities.
