India’s Power Distribution Sector Sees Significant Transformation

The power distribution sector in India is undergoing a substantial transformation, addressing long-standing challenges such as high Aggregate Technical & Commercial (AT&C) losses and persistent financial distress. This transformation is not only vital for the sector itself but also crucial for India’s ambitious clean energy transition, which aims to achieve 500 GW of non-fossil capacity. The government’s comprehensive strategy focused on financial sustainability and operational efficiency is yielding promising results.

Notable Achievements in FY 2024-25

Provisional results for the fiscal year 2024-25 indicate a positive upturn in the health of power distribution utilities. Key achievements include:

  • AT&C losses decreased from 22.62% in FY14 to 16.16% in FY25, showcasing improved operational efficiency.
  • The Average Cost of Supply-Average Revenue Realized (ACS-ARR) gap has significantly narrowed, dropping from ₹0.78/kWh in FY14 to ₹0.11/kWh in FY25, indicating better cost recovery.
  • For the first time, power distribution utilities have posted a positive Profit After Tax (PAT) of ₹858 crore, turning around from a staggering loss of ₹67,962 crore in FY14.
  • Reforms implemented, such as the Electricity (Late Payment Surcharge) Rules, have led to a remarkable 96% reduction in outstanding dues to generating companies, decreasing from ₹1,39,947 crore in 2022 to just ₹5,747 crore by December 2025. Additionally, the payment cycle for distribution utilities has been shortened from 176 days in FY21 to 120 days in FY25.
  • The accumulated losses of distribution utilities showed a year-on-year decline for the first time, falling to ₹6.39 lakh crore in FY25, down from ₹6.92 lakh crore in FY24. This marks a crucial milestone towards financial stabilization.

Union Power Minister Shri Manohar Lal emphasized that a robust and quality power sector should be both affordable and accessible. He encourages all stakeholders to enhance and consolidate these hard-earned achievements.

Challenges Ahead

Despite these advancements, significant challenges remain. As of FY25, distribution utilities continue to grapple with ₹6.39 lakh crore in accumulated losses and ₹7.18 lakh crore in debt. Approximately 80% of these losses are concentrated in states like Tamil Nadu, Rajasthan, Maharashtra, Andhra Pradesh, Uttar Pradesh, Telangana, Madhya Pradesh, and Karnataka. Tackling these legacy burdens is essential for sustaining the positive trend and deepening the turnaround.

Government Initiatives to Enhance Power Distribution

The government, under the guidance of Union Power Minister Shri Manohar Lal, is advancing various initiatives aimed at further transforming the distribution sector. These include:

  • Revamped Distribution Sector Scheme (RDSS) to modernize infrastructure and promote smart metering for better financial viability.
  • Implementation of Additional Prudential Norms linking access to finance for power utilities to their performance metrics, thereby encouraging fiscal discipline.
  • Amendments to Electricity Rules to ensure timely cost adjustments and transparent subsidy accounting for complete cost recovery.
  • Introduction of Electricity Distribution (Accounts and Additional Disclosure) Rules, 2025 to enhance transparency and financial governance across distribution utilities.
  • Enforcement of Late Payment Surcharge Rules to facilitate timely payments, thereby promoting investments in renewable energy projects and linking borrowing limits to performance in the power sector.

These initiatives are part of the government’s commitment to reshaping the power distribution sector, fostering financial soundness and operational excellence, and preparing for a green and digital energy future as envisaged in the Viksit Bharat 2047 vision.
