Secretary-General Urges Action to Address Financing, Access, Teacher, and Quality Gaps in Education at World Summit for Social Development

UN Secretary-General António Guterres addressed a high-level event on education during the Second World Summit for Social Development in Doha, emphasizing the critical role of education in fostering social progress and economic prosperity. He highlighted the urgent need to accelerate efforts towards achieving Sustainable Development Goal 4, which aims to ensure inclusive and equitable quality education for all. Guterres pointed out the significant challenges facing education systems worldwide, including financial constraints and widening inequalities, and called for immediate action to repair the gaps in education access, quality, and teacher support.

The Importance of Education in Social Development

In his remarks, Guterres underscored that education serves as the cornerstone of social progress and economic development. He described it as the driving force behind decent work and prosperity, creating pathways to inclusion and equality, particularly for women and girls. Education is also recognized as a powerful tool in the fight against poverty. However, Guterres warned that the foundation of education is under threat, with increasing inequalities and a divided global landscape exacerbating the situation. He noted that despite some progress, a staggering 272 million children and youth remain out of school, primarily in the world’s poorest regions and conflict-affected areas. For those who are in school, learning outcomes have deteriorated, with a decline in reading proficiency observed since the COVID-19 pandemic.

Addressing the Financing Gap

Guterres identified the financing gap as a critical area needing urgent attention, estimating it to be around $97 billion annually. He emphasized that education should not be viewed merely as an expense but as a vital investment in the future of societies. He urged governments to allocate at least 15% of their domestic revenue and 4% of their GDP to education. Additionally, he called for increased support for developing countries to enable them to make these necessary investments. This support could involve enhancing the lending capacity of multilateral development banks, leveraging private finance, and reforming global financial institutions to better serve the needs of developing nations.

Improving Access and Quality of Education

The UN Secretary-General also highlighted the need to repair the access gap in education. Many students, including those in war zones, migrants, refugees, and individuals with disabilities, are denied their right to education. Guterres called for increased investments in programs, infrastructure, and technology to ensure that every child receives the education they deserve. He stressed the importance of closing the gender gap in education, asserting that education can be a great equalizer and a means to uphold human rights and social justice.

Furthermore, Guterres pointed out the critical shortage of qualified teachers, which hampers the delivery of quality education. He urged countries and educational partners to implement recommendations from the High-Level Panel on the Teaching Profession to ensure that every learner has access to well-trained and supported educators. He also emphasized the need to enhance the quality of education by focusing on foundational skills such as reading, writing, and mathematics, while also incorporating critical thinking and problem-solving into the curriculum.

Leveraging Technology for Inclusive Education

In his concluding remarks, Guterres stressed the importance of integrating technology into education systems to empower both teachers and students. He noted that technological innovations, including artificial intelligence, should be harnessed to enhance learning experiences rather than replace educators. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has developed recommendations for AI frameworks to help countries effectively implement technology in schools. Guterres called for a collective effort to ensure that quality education is accessible to every learner and community worldwide, reinforcing education’s role as a powerful tool for achieving all Sustainable Development Goals.
