Secretary-General Emphasizes Importance of Road Safety for Development

UN Secretary-General António Guterres, represented by Navid Hanif, Assistant Secretary-General for Economic Development, addressed a high-level event in New York focused on enhancing philanthropic leadership in road safety and global health. Guterres emphasized the urgent need to tackle the road safety crisis, which claims more lives annually than malaria and HIV combined. With 1.2 million fatalities and 50 million injuries each year, the epidemic disproportionately affects vulnerable populations in low- and middle-income countries. The Secretary-General called for innovative partnerships to implement effective solutions and improve road safety worldwide.

Global Road Safety Crisis

The road safety crisis is a pressing issue that often goes unnoticed. Each year, approximately 1.2 million people die in road accidents, with an additional 50 million suffering injuries. These statistics represent real individuals—children heading to school, parents commuting to work, and families whose lives are irrevocably changed in a moment. Road crashes rank as the eighth leading cause of death globally and are particularly deadly for young people and children over the age of five. Despite the severity of this epidemic, it remains largely invisible, largely due to its roots in social inequality.

Ninety percent of road fatalities occur in low- and middle-income countries, especially in regions like the Asia-Pacific and sub-Saharan Africa. The victims are often the most vulnerable members of society, including pedestrians, cyclists, and motorcyclists—those who lack access to safe vehicles. The infrastructure they depend on is frequently inadequate, with missing sidewalks, absent crosswalks, and unsafe public transportation options. This lack of infrastructure contributes to the high rates of accidents and fatalities.

Proven Solutions for Road Safety

Despite the grim statistics, effective solutions exist to reduce road traffic deaths and injuries. Improved urban planning and the development of pedestrian-friendly infrastructure can significantly enhance safety. Upgrading public transportation not only promotes road safety but also improves air quality and alleviates traffic congestion. Implementing laws that mandate the use of helmets and seat belts, alongside stricter enforcement of speed limits, can further protect vulnerable road users. Additionally, enhancing emergency response protocols can save lives in the aftermath of accidents.

The United Nations has made a commitment to road safety, providing support to 94 countries through various initiatives, including the World Health Organization and the Road Safety Fund. Successful examples of these interventions can be seen in countries like Brazil, where speed management measures have led to a decrease in fatalities, and Rwanda, where helmet laws have improved motorcyclist safety. In the Lao People’s Democratic Republic, a revamped licensing system has raised standards for driver safety.

Call for Collaborative Action

As the world approaches the United Nations Decade of Sustainable Transport, there is a unique opportunity to forge partnerships that prioritize road safety in sustainable transport initiatives. The Sustainable Development Goals set a target to halve road traffic deaths by 2030 under Goal 3—Good Health and Wellbeing. However, current progress is insufficient, and the pace of decline is alarmingly slow.

Achieving meaningful change will require bold new collaborations that unite governments, civil society, the private sector, and philanthropic leaders. The innovative vision and commitment of these leaders have already made significant strides in addressing public health challenges, such as polio and maternal health. Now, that same dedication is needed to transform road safety and ensure safer roads for all.
