Eugène-René Poubelle was born on 15 April 1831, in Caen, France. He studied law at the University of Paris and went on to become a lawyer.

Poubelle practiced law in Paris and became involved in local politics. In 1883, he was appointed as the Prefect of the Seine, a department in France that includes Paris, by the French government. As Prefect, Poubelle was responsible for overseeing public services, including waste management and sanitation in the city of Paris.
