Uttar Pradesh Hosts Two-Day Labour Codes Awareness Programme

The Ministry of Labour & Employment of India, in partnership with the Uttar Pradesh government, is set to hold a significant two-day event on October 26 and 27, 2026, in Lucknow. This initiative focuses on building capacity and raising awareness regarding Labour Codes, labour welfare, and social protection. Titled the “Shram Samvad” initiative, the event is a cornerstone of a nationwide effort aimed at engaging stakeholders at a district level, ensuring a robust understanding of labour reforms.

Launched on September 28, 2026, the Shram Samvad campaign is a 90-day outreach initiative targeting 316 districts across all 36 states and union territories. The campaign emphasizes engagement with industrial clusters, aiming to clarify the provisions and compliance requirements under the new Labour Codes. By doing so, the initiative facilitates effective implementation on the ground, benefiting both employers and workers.

Day One: Focus on Labour Reforms

The first day of the programme will concentrate on ‘Labour Reforms’, beginning with the keynote address from the Secretary of Labour & Employment. The sessions will cover essential topics such as international labour mobility, social protection measures for unorganised and gig/platform workers, and new initiatives for Building and Other Construction Workers (BOCW).

In the latter part of the day, the Uttar Pradesh Labour and Employment Minister will address key sessions, followed by insights from representatives of the Employees’ State Insurance Corporation (ESIC) and the Employees’ Provident Fund Organisation (EPFO). Participants can expect discussions highlighting the importance of technology in enhancing worker welfare through various platforms, including e-Shram and the Shram Suvidha Portal, as well as best practices implemented by the state government.

Day Two: Implementing Labour Codes

Day two will delve into the ‘Implementation of Labour Codes and Way Forward’. Technical sessions led by senior Ministry officials will provide an overview of statutory compliance across all four Labour Codes: the Code on Wages (2019), Industrial Relations Code (2020), Code on Social Security (2020), and the Occupational Safety, Health and Working Conditions Code (2020).

This day will also include specific presentations on flagship schemes such as the Pradhan Mantri Viksit Bharat Rozgar Yojana and the Pradhan Mantri Shram Yogi Maandhan Yojana. Additionally, strategies for preventing and eradicating child and bonded labour will be discussed, emphasizing monitoring and rehabilitation efforts at the district level.

Interactive Discussions

A highlight of the event will be the structured open discussion sessions designed to address operational concerns, regulatory compliance, and practical questions from industry stakeholders and participants. The involvement of Uttar Pradesh government officials throughout the two days will further enrich the discussions and facilitate a collaborative approach to labour welfare and reform.
