Transforming Rural India: New Employment Framework Launched

The Indian government has embarked on a transformative journey for rural development with the launch of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) or VB-G RAM G. This initiative, aligned with the vision of Viksit Bharat @2047, aims to ensure sustainable employment and livelihood opportunities in rural areas. The VB-G RAM G Act, effective from July 1, 2026, promises a statutory guarantee of wage employment for rural households, marking a progressive shift from the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

Under the new framework, every rural household whose adult members volunteer for unskilled manual work is entitled to 125 days of wage employment each fiscal year. The initiative focuses on four crucial areas: water security, strengthening core rural infrastructure, developing livelihood-related infrastructure, and addressing extreme weather events. This multifaceted approach is designed to foster empowerment, growth, and resilience among rural communities.

Empowering Local Governance through VGPPs

A key element of the VB-G RAM G initiative is the implementation of Viksit Gram Panchayat Plans (VGPPs). These plans are instrumental in fostering participatory, evidence-based, and integrated development at the grassroots level. Developed with active input from local communities, specifically the Gram Sabha and Gram Panchayat, VGPPs allow villages to assess their developmental needs, identify existing assets, and prioritize projects accordingly.

The VGPP process adopts a comprehensive approach, starting with asset mapping to evaluate infrastructure and service delivery gaps. By leveraging digital tools such as GIS and Yuktdhara, planning is data-driven and aligned with local realities.

Measuring Progress and Achievements

Since its rollout on July 1, 2026, the VB-G RAM G has made remarkable strides in rural employment. As of September 24, 2026, the program has engaged over 10.88 crore active workers, created 2.83 lakh assets, and generated more than 31.69 crore person-days of work. Notably, women have comprised 61.65 percent of participants in the initiative.

The framework is designed to cater to the employment demands of approximately 2.23 crore rural households, with ongoing projects exceeding 97.17 lakh. Furthermore, nearly 2.31 lakh Gram Panchayats are actively implementing works under this scheme, reflecting its extensive reach across the nation.

Financial Investment and Technological Integration

The Indian government has allocated a substantial interim budget of Rs. 93,841 crore for the fiscal year 2026-27, with Rs. 25,880 crore issued as the first instalment for states and union territories. This financial backing underscores the government’s commitment to enhancing rural livelihoods and infrastructure.

Technology plays a vital role in the VB-G RAM G framework. Digital systems streamline verification, monitoring, and payments, ensuring transparency and accountability in operations. Tools such as e-KYC for worker authentication and mobile-based monitoring enhance the management and oversight of rural projects.

A Vision for Sustainable Rural Development

The VB-G RAM G initiative is not merely about employment; it embodies a holistic vision for sustainable rural development. Through participatory planning, the empowerment of local governance, and the integration of technology, this framework aims to create resilient rural communities with improved livelihoods and infrastructure. As India marches towards its 2047 vision, the VB-G RAM G is poised to be a cornerstone in transforming the landscape of rural development across the nation.
