US Supply Chain Challenges: FAA Flight Reductions and Cargo Jet Groundings Impact Logistics

The U.S. air cargo sector is facing significant challenges as the Federal Aviation Administration (FAA) mandates a 10% reduction in flight capacity at 40 major airports. This decision coincides with the grounding of the McDonnell Douglas MD-11 fleets by UPS and FedEx, further straining supply chains just as the critical Thanksgiving and holiday shipping season approaches. The FAA’s directive, prompted by air traffic controller shortages, is expected to exacerbate delivery delays during a peak demand period.

FAA’s Capacity Reduction and Its Implications

The FAA’s recent order requires airlines to cut domestic flight operations by 10% during peak hours, specifically between 6 a.m. and 10 p.m. local time. This decision stems from ongoing air traffic controller shortages, a situation worsened by a prolonged government shutdown. Key distribution hubs, including FedEx’s facilities in Memphis and Indianapolis and UPS’s Worldport hub in Louisville, Kentucky, are particularly affected. The grounding of the MD-11 fleets by both FedEx and UPS, which accounts for approximately 9% and 4% of their respective fleets, adds to the existing pressure on logistics networks. Experts warn that this combination of factors could lead to delivery delays, especially as the holiday shopping season approaches.

Impact on Logistics and Delivery Times

Patrick Penfield, a supply-chain management professor at Syracuse University, highlighted the stress this situation places on both FedEx and UPS. With a surge in demand coinciding with a loss of capacity, the companies are scrambling to adapt. Penfield cautioned that consumers might experience delivery delays of up to two days in mid-December, urging shoppers to place their orders early. Although most air freight is international and remains largely unaffected by the FAA’s directive, the reduction in domestic passenger flights—which carry about 35% of global trade by value—could lead to short-term constraints in the supply chain.

Operational Adjustments by Major Carriers

In response to these challenges, FedEx has implemented “operational modifications” to ensure that shipments continue to move safely and efficiently. UPS has reassured its customers that its network remains safe, resilient, and reliable, emphasizing that most of its flights operate outside the restricted hours. Despite these efforts, industry leaders express concerns about potential ripple effects. Mike Short, president of global freight forwarder C.H. Robinson, noted that the reduction in commercial flights could tighten domestic air capacity and extend transit times. While ground transport networks may absorb some of the displaced volume, challenges remain.

Resilience in the Face of Disruption

Despite the current turbulence, logistics experts believe the air cargo sector has become more resilient and adaptable following years of pandemic-related disruptions. Eytan Buchman, chief marketing officer of Freightos, pointed out that airlines have improved their ability to consolidate loads and reroute shipments through secondary hubs. While immediate space may feel tighter, this does not equate to a direct loss in overall capacity. For now, industry observers anticipate limited delays; however, they caution that if the government shutdown extends into December, the holiday delivery season could face unprecedented stress.
