Key Highlights from Union Budget 2026: Defence, Education, Railways, Income Tax, and More

Union Finance Minister Nirmala Sitharaman presented the Union Budget for 2026-27 on Sunday, marking her ninth consecutive budget announcement. The budget, which lasted one hour and twenty-five minutes, includes significant allocations for various sectors such as defense, railways, healthcare, and income tax reforms. Prime Minister Narendra Modi praised the budget as “historic,” emphasizing its role in advancing the vision of a developed India by 2047.
Major Allocations for Defense and Railways
The Union Budget 2026 has earmarked a substantial Rs 7.85 lakh crore for the Defense Ministry, a notable increase from last year’s allocation of Rs 6.81 lakh crore. This budget aims to modernize the armed forces, with Rs 2.19 lakh crore specifically designated for modernization efforts. Key components of this allocation include Rs 63,733 crore for aircraft and engines, along with Rs 25,023 crore for naval enhancements. The remaining Rs 5.54 lakh crore will cover operational expenses, including Rs 1.71 lakh crore for pensions.
In a bid to enhance the railway infrastructure, Sitharaman proposed seven high-speed rail corridors connecting major cities, such as Mumbai-Pune and Delhi-Varanasi. The Railways will receive a capital expenditure of Rs 2,93,030 crore to support infrastructure growth and expedite the vision of a developed India. Additionally, a new dedicated freight corridor will be established, linking Dankuni in West Bengal to Surat in Gujarat, aimed at promoting efficient and eco-friendly transportation of goods.
Reforms in Income Tax and Support for MSMEs
A significant reform in the income tax structure was announced, with the Income Tax Act of 2025 set to replace the existing tax law from April 1. This new legislation aims to simplify compliance for taxpayers by reducing the number of sections by approximately 50% and eliminating ambiguities. The changes will introduce a single “tax year” instead of an assessment year and allow for TDS refunds even if income tax returns are filed late, without incurring penalties. Importantly, the new law is designed to be revenue neutral, maintaining existing tax rates.
To support micro, small, and medium enterprises (MSMEs), the budget includes a dedicated fund of Rs 10,000 crore. Sitharaman emphasized the government’s commitment to creating jobs and enhancing productivity through a three-pronged strategy. This initiative is part of a broader vision to accelerate economic growth and fulfill the aspirations of the population, aligning with the principles of inclusive development.
Investments in Health and Education
The healthcare sector received a boost with an allocation of Rs 1,06,530.42 crore, reflecting a 10% increase from the previous year. Sitharaman announced plans to establish five regional medical hubs with private sector collaboration to enhance medical tourism. The budget also includes provisions for upgrading existing healthcare institutions and training 1 lakh professionals across ten disciplines over the next five years. A significant investment of Rs 10,000 crore is proposed to position India as a biopharma manufacturing hub, with plans to establish 1,000 clinical trial sites and strengthen regulatory frameworks.
In education, the budget outlines the establishment of a National Institute of Design in eastern India and five university townships near industrial corridors. Additionally, a girls’ hostel will be constructed in every district to support STEM students. The budget also proposes the creation of content creator labs in schools and colleges to prepare students for future job markets, particularly in emerging technologies like artificial intelligence.
Focus on Agriculture and Sports Development
The agriculture sector will see transformative reforms with the introduction of ‘Bharat Vistar,’ a multilingual AI tool designed to integrate agricultural practices with advanced technology. This initiative aims to enhance how farmers access resources and make informed decisions, thereby improving productivity and sustainability.
Furthermore, the budget introduces the Khelo India Mission, which aims to revamp the sports sector over the next decade. This initiative will focus on talent identification, coach training, and the development of modern sports infrastructure. Sitharaman’s comprehensive budget reflects the government’s commitment to fostering growth across multiple sectors, ensuring a holistic approach to national development.
