India Pauses Rice Fortification Under Welfare Schemes

The Government of India has decided to temporarily halt the rice fortification process implemented under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) and other welfare programs. This decision comes after a comprehensive review revealed the need for a better system to provide essential nutrients to beneficiaries.

A recent study conducted by IIT Kharagpur assessed the stability and shelf life of Fortified Rice Kernels (FRK) and Fortified Rice (FR) across various storage conditions in different agro-climatic zones of India. The findings indicate that factors such as moisture content, temperature, relative humidity, and the type of packaging significantly influence the longevity and effectiveness of fortified rice. These conditions often lead to a reduction in micronutrients and a shorter shelf life than anticipated, ultimately affecting the nutritional benefits intended for the consumers.

With rice remaining in storage for extended periods—typically two to three years—due to procurement volumes and the yearly offtake, the shelf life and nutrient delivery effectiveness have become pressing concerns. Current allocations under PMGKAY and similar welfare schemes are expected to provide 372 LMT of rice, while the total availability in the central pool is projected to be around 674 LMT, accounting for anticipated receipts from the Kharif Marketing Season (KMS) 2025-26.

Temporary Discontinuation of Fortification

In light of these findings, the government has made the strategic choice to pause rice fortification until a more reliable and effective method of nutrient delivery is developed and put into use. It is essential to note that this temporary measure will not affect any food grain entitlements or disrupt operations under the Public Distribution System (PDS), Integrated Child Development Services (ICDS), or the Mid-Day Meal Scheme, ensuring that beneficiaries continue to receive their allocated food supplies.

Flexibility for States and Union Territories

For the Kharif Crop of 2025-26 and pending receipts from KMS 2024-25, state governments and Union Territories (UTs) will have the flexibility to determine whether to supply fortified or non-fortified rice, based on their operational and logistical requirements. This transitional measure aims to facilitate a smoother adaptation to the new directive while prioritizing the well-being of the communities they serve.
