India-Israel FTA: GTRI Highlights Strategic Sector Opportunities Amid Limited Goods Trade Boost

India is reigniting its efforts to establish a Free Trade Agreement (FTA) with Israel, marking a significant development in bilateral relations. After a prolonged hiatus since 2014, both nations have finalized new Terms of Reference to resume negotiations. This renewed initiative reflects a strategic shift, as highlighted by the Global Trade Research Initiative (GTRI), despite the current modest trade volume between the two countries.

Background of the FTA Negotiations

The journey towards a Free Trade Agreement between India and Israel began in 2010, with several rounds of discussions taking place until 2013. However, progress stalled due to disagreements over tariffs, standards, and access to sensitive products. Ajay Srivastava, co-founder of GTRI, noted that after nearly ten years of inactivity, recent high-level exchanges in 2024 and 2025 have breathed new life into the negotiations. The finalized Terms of Reference signal a commitment from both governments to move forward with the discussions.

Commerce Minister Piyush Goyal’s visit to Israel from November 20 to 22 has been pivotal in setting the stage for a two-phase approach to the FTA. The initial phase will focus on reducing tariffs for goods, while the subsequent phase aims to expand cooperation in areas such as technology transfer, defense, innovation, cybersecurity, artificial intelligence, fintech, and precision agriculture. This structured approach indicates a comprehensive strategy to enhance economic ties between the two nations.

Current Trade Landscape

Despite the renewed momentum in FTA discussions, the current merchandise trade between India and Israel remains relatively small. In the fiscal year 2025, bilateral trade amounted to $3.6 billion. India exported goods worth $2.1 billion, with key exports including cut and polished diamonds, rice, organic chemicals, ceramic tiles, and aircraft parts. On the other hand, imports from Israel totaled $1.5 billion, primarily consisting of diamonds, electronics, fertilizers, insecticides, and machinery.

The GTRI has pointed out that even with an FTA, significant growth in trade volume may be limited. Israel’s market, with a population of under 10 million, is characterized as high-income and niche, already connected to major economies through existing trade agreements. Many sectors where India could be competitive, such as agriculture and chemicals, face regulatory barriers or preferential tariffs granted to Israel’s existing trade partners, including the European Union and the United States.

Strategic Collaboration Opportunities

While the potential for expanding goods trade may be constrained, the GTRI emphasizes that the real opportunities lie in strategic collaboration between India and Israel. Both countries are already engaged in various sectors that present significant growth potential, regardless of tariff outcomes. Areas such as defense manufacturing, semiconductor design, electronics, water and irrigation technologies, precision agriculture, cybersecurity, and advanced research and development are highlighted as key fields for cooperation.

The focus on these sectors indicates a mutual recognition of the strengths each country brings to the table. By fostering collaboration in these areas, India and Israel can enhance their economic relationship and drive innovation, ultimately benefiting both nations. As negotiations progress, the emphasis on strategic partnerships may pave the way for a more robust and diversified economic relationship in the future.
