India Implements Quota-Based Auto Duty Reductions and Alcohol Tariff Relief Under US Agreement
Benchmarking its market access strategy to product sensitivity, India has announced a series of quota-based duty concessions in the automobile sector and tariff reductions for alcoholic beverages as part of a trade agreement with the United States. The government revealed that tariffs on approximately $30.94 billion of Indian exports will decrease from 50% to 18%, while tariffs on an additional $10.03 billion will be completely eliminated. This move is expected to enhance the competitiveness of Indian goods in the US market significantly.
Sectoral Gains Across Textiles, Gems, and Agriculture
The trade agreement introduces liberalization in sensitive sectors, particularly automobiles, through a combination of quota and duty reduction strategies. However, the Indian government has clarified that no duty concessions will be granted on electric vehicles. Medical devices will follow a staggered phasing schedule, while precious metals and other sensitive industrial products will see tariff reductions managed through quotas. Alcoholic beverages will benefit from tariff reductions and minimum import price formulations, aligning with India’s approach in other free trade agreements.
In the textiles sector, tariffs on exports will be reduced from 50% to 18%, with silk products receiving duty-free access. This change opens up opportunities in the US textile market, which is valued at $113 billion. The gems and jewellery sector will also see a reduction in tariffs to 18%, providing preferential access to a US market worth $61 billion. Additionally, zero percent duty access has been secured for major categories such as diamonds, platinum, and coins, covering a market valued at $29 billion. Key export segments expected to benefit include cut and polished diamonds, lab-grown synthetic diamonds, and various articles made of precious metals.
Agri Access Structured by Sensitivity, Protection Retained
India currently enjoys a $1.3 billion trade surplus in agricultural trade with the US, with exports totaling $3.4 billion against imports of $2.1 billion in 2024. Under the new agreement, the US will apply zero additional duty on Indian agricultural exports valued at $1.36 billion. Beneficiary items include a variety of products such as spices, tea, coffee, and various fruits and nuts. Other products like cereals, bakery items, and processed foods will also benefit from reduced duties.
The agricultural market access has been structured based on product sensitivity, which includes immediate duty elimination and phased reductions over a period of up to ten years. Highly sensitive sectors, such as meat, poultry, and dairy products, remain fully protected under an exemption category. For select sensitive products, tariff reductions have been implemented to maintain a measured level of duty protection. Certain items have been liberalized under tariff rate quotas, allowing limited quantities at reduced duties, while phased tariff elimination has been offered for specific food processing inputs sourced from multiple countries.
Industrial Goods and Digital Trade Framework
The trade agreement secures zero additional duty access for Indian exports valued at $38 billion in industrial goods. India will also receive zero reciprocal duty access in key industrial categories, including gems, diamonds, and essential oils. The market access for American industrial goods is structured based on product sensitivity, combining immediate tariff elimination with phased reductions and quota-based access.
In the realm of digital trade, India’s exports of digitally delivered services reached $0.28 trillion in 2024, marking a year-on-year growth of 10.3%. India ranks fifth globally in digitally delivered services exports and eleventh in imports, while the US holds the top position in both categories. The establishment of a structured digital trade framework between the two nations aims to reduce regulatory uncertainty, lower compliance friction, and facilitate smoother cross-border service delivery, enhancing the overall trade relationship.
