India and Venezuela Strengthen Energy Cooperation: A Perfect Complementarity Amid Crude Diversification Efforts

India and Venezuela are set to enhance their cooperation, particularly in the energy sector, as New Delhi seeks to diversify its crude oil imports amid ongoing supply disruptions linked to the West Asia crisis. Following discussions between Prime Minister Narendra Modi and Venezuelan acting President Delcy Rodriguez, Rudrendra Tandon, Secretary (East) of the Ministry of External Affairs, stated that the talks emphasized building broader economic ties across various sectors, including animal husbandry, transport, agriculture, automotive equipment, and pharmaceuticals.

Venezuela Becomes Key Crude Supplier

Tandon noted that Venezuela has become India’s third-largest crude oil supplier this month, underscoring the growing significance of energy cooperation between the two nations. He remarked that the discussions were centered on establishing an energy partnership, highlighting the “perfect complementarity” in the energy sector. Venezuela’s vast oil reserves align with India’s status as a major and increasing consumer of crude oil, creating a strong natural synergy between the two economies.

Push for Structured Energy Partnership

The ongoing talks aim to develop a structured energy partnership that encompasses both upstream and downstream sectors, although specific details remain confidential. Tandon mentioned that Venezuela is undergoing a significant transformation in its energy sector and views India as a stable and preferred partner for the long term. This reflects an increasing level of bilateral confidence between the two countries.

Wider Economic Cooperation on the Table

In addition to energy, both nations are exploring opportunities for Indian investment in mining, critical minerals, pharmaceuticals, automobiles, agriculture, and related industries. Tandon emphasized that Venezuela appreciates India’s support during challenging times, describing the discussions as “very business-like” and substantive, with a clear interest in expanding commercial engagement.

High-Level Engagements During Visit

Delcy Rodriguez is on a working visit to India from June 3 to June 6, accompanied by a high-level delegation that includes ministers from foreign affairs, finance, science and technology, communication, and transport. During her visit, she has engaged in talks with PM Modi, External Affairs Minister S. Jaishankar, and Petroleum Minister Hardeep Singh Puri. Rodriguez is also expected to visit key facilities in energy, pharmaceuticals, and automobiles to explore collaboration opportunities. Public sector units in India have already made significant investments in Venezuela’s energy sector and are looking to expand their presence further.
