Government Introduces Standardized Framework for District GDP Estimates Based on 2022-23 Data

The Ministry of Statistics and Programme Implementation (MoSPI) has introduced a uniform framework for estimating district-level economic output, using a revised base year of 2022-23. This initiative aims to enhance the consistency and comparability of economic data across states and Union Territories, according to a report by PTI. The finalized guidelines for compiling District Domestic Product (DDP) estimates were released after incorporating feedback from various stakeholders, including states, Union Territories, academic institutions, and researchers.

Focus on Uniform District-Level Estimates

The new guidelines provide a comprehensive framework for preparing district-level economic estimates. This includes methodologies for calculating Gross District Domestic Product (GDDP), Net District Domestic Product (NDDP), and per capita income. The framework advocates a bottom-up approach for DDP estimates where district-level data is available. In cases where such data is lacking, it recommends top-down estimation methods and appropriate allocation indicators to ensure consistent district-level estimates.

The objective of these guidelines is to establish consistency, comparability, and methodological standardization in district-level economic statistics across India.

26 States and UTs Already Compiling DDP

Currently, 26 states and Union Territories are compiling district domestic product estimates. MoSPI is working to bring all states and UTs under a unified framework for preparing DDP estimates. The ministry anticipates that the new guidelines will harmonize estimation practices and strengthen the institutional framework for district-level economic statistics.

Reliable and comparable district-level economic estimates will facilitate decentralized planning and evidence-based policymaking. The guidelines are expected to aid regional development analysis and informed decision-making at the local level. Additionally, they will help states and UTs enhance their statistical systems and improve their capacity for generating robust district-level economic estimates.
